The purpose of the report is to provide a new clarity of insight into concepts that are involved in the design and understanding of devices which have importance in a wide variety of Air Force applications. The formulas derived herein provide new tools for clarifying the mode of operation and optimizing the performance of devices that involve magnetic components. A previous discussion of dielectric matter is extended to the problem of magnetic dipolar matter. The calculation of the external field of a sample of such matter by Amperian currents is reviewed, and the meaning of the average internal field that they can be shown to correctly predict is discussed. This is the first of two papers in which an attempt is made to clarify the standard theories of dielectrics and of permeable materials, and in particular, to clarify the meanings of D and H, two vectors that are frequently defined unsatisfactorily in the literature. It is intended to introduce certain well-defined postulates, and then to show that these postulates are equivalent to the implicit and sometimes camouflaged assumptions that underlie the usual treatments.
