Prepared by the Task Committee on Marinas 2020 of the Ports and Harbors Committee of the Coasts, Oceans, Ports, and Rivers Institute of ASCE. Planning and Design Guidelines for Small Craft Harbors, third edition, provides new, state-of-the-art guidelines for the planning, design, and development of small craft harbors. Much has changed in marina development and operation since the previous edition, and new challenges confront those charged with providing access to oceans, lakes, and rivers by recreational and commercial users. Construction and maintenance of marinas and waterfront facilities have not kept pace with demand. Products are available now that are more predictable and cost-effective. And, increasingly, available waterfront sites are often blighted or contaminated. This Manual will assist those involved with waterfront development to produce facilities that are convenient, attractive, and safe, as well as meeting aesthetic, social, and cultural goals. Topics include: planning, environmental, and financial considerations harbor entrance, breakwater, and basin design inner harbor structures land-based support facilities. Civil engineers, architects, planners, marine contractors, real estate developers, and marina owners, both public and private, will refer frequently to the guidelines presented in this manual.

MARINAS and Small Craft Barbors defines the state-of-the-art in marina and small craft harbor planning, design, and construction. Its authors are experienced teachers and practicing professionals. Their contribution through this book will be recognized for many years to come-both herein North America and in the many countries throughout the world now developing recreational facilities. Our engineering outreach program at the University of Wisconsin-Madison has for nearly two decades affered an annual state-of-the-art conference on marina planning, design, and construction. The conference has been built on meeting educational needs of professionals practicing in this field. The authors, Bruce Tobiasson and Ron Kollmeyer, have for many years partici pated as guest faculty at these conferences. By having done so, they have sharpened their instructional skills, broadened their knowledge base about state-of-the-art practice, and developed a compassion to help others in the field. MARINAS and Small Craft Barbors is a very comprehensive and readable work and belongs in the hands of all those people responsible for planning and building waterfront facilities in the 1990s and beyond. I commend the authors for their excellent work.

This manual provides guidance for planning, layout, and design of small boat harbor projects. These projects include boat basins, boat ramps, and channels. Small boats are classified as recreational craft, fishing boats, or other small commercial craft with lengths less than 100 ft. The goal of a good design is to provide a safe, efficient, and economical project for small vessels, with consideration to social and environmental factors.
