Policing Across Organisational Boundaries

This book promotes new theoretical frameworks and research questions that seek to advance knowledge of policing across internal and external organisational boundaries, specifically at the structural level of analysis. It addresses police theory, policy and practice, and also provides new directions for future research on intra- and inter-organisational policing. Analysing boundaries is of increasing global importance for policing policy and practice. Boundaries reflect the division-of-labour inherent to complex organisations and their specialist units. In order to operate effectively, however, these boundaries must be crossed, and strong and reliable linkages must be built. Intra-organisationally, it is vital to understand how specialist units form and function and interact with other units. Inter-organisationally, it is fundamental to recognise the place of boundaries in contexts such as international police cooperation. This book focuses on a border police collaboration project in the Baltic Sea area aiming at fighting cross-border crimes. It deals with the challenges that inherently "suspicious" organizations face when forced to work together. The study offers unique insights into a European border police project, giving the reader a behind the scenes account of how cross-border policing and organized crime in Europe is prevented and solved. Through detailed ethnographic descriptions, the book describes how a trust-based relationship, which is necessary for the exchange of sensitive intelligence information, gradually developed by the participants in and through their joint efforts to protect Europe from external threats and by performing everyday work together. The study presented in this book is of interest to scholars as well as practitioners concerned with migration management, border policing, intelligence analysis, police culture, and the changing nature of policing in an increasingly global and interconnected world. The book includes various sociological features, such as emotion management, emotional labor, hegemonic masculinity, and takes an interactionist perspective on informal interactions such as joking, bantering, and telling stories. It is also of interest to readers engaged in various forms of intra-, inter-organizational, and inter-cultural collaborations.

Mega-events such as the Olympic Games, World Cup finals and international political summits are occasions of almost unparalleled economic, political and social significance for host nations and cities. The scale and scope of mega-event security has continued to grow enormously since 11 September 2001, consistently involving the largest policing and security operations for event hosts outside of wartime. This book is the first to focus exclusively on the organisational dynamics underpinning the design and delivery of mega-event security. Using the G20 Summit in Brisbane, Australia in November 2014 as a case study, in conjunction with comparisons with events such as the Toronto 2010 G20, the authors engage in a comprehensive assessment of the networks, strategies and tensions involved in mega-event security. By drawing on the insightful experiences of those responsible for securing the Brisbane 2014 G20, the authors look behind-the-scenes to capture the complexity of mega-event security. The authors argue that such an approach is essential to better appreciate how different conceptions of security, ways of thinking and acting, impact a range of security ideals and outcomes.

At the same time, the increasing inter-dependence between police forces raises a wide set of questions about how police should act and how they can be held accountable when locally-based police officers work in or with multiple jurisdictions. This rearrangement of resources creates important issues of governance, which this book addresses through an inductive account of policing in practice. Policing Integration builds on extensive fieldwork in a multi-jurisdictional environment in Canada alongside a detailed review of ongoing research and debates. In doing so, this book presents important theoretical principles and empirical evidence on how and why police choose to work across boundaries or create barriers between one another.
