Policy Analysis Of Nationally Determined Contributions In The Europe And Central Asia Region

This publication has the objective of providing a comprehensive analysis of the key trends in greenhouse gas (GHG) emissions and vulnerability to climate change in the Europe and Central Asia (ECA) region, compiling the most relevant efforts and progress reported by countries in the implementation of mitigation and adaptation goals and measures in recent years. Considering the areas of the FAO mandate, this document aims to provide information with relevance for the agricultural, and land use, land-use change, and forestry (LULUCF) sectors as key contributors to country gross domestic product (GDP) and one of the most vulnerable areas of economic activity to the impacts of climate change. This policy analysis report consists of three main sections that consider the levels of economic development, as well as diverse geopolitical contexts, in the region. To reflect this diversity of country realities, the information is structured and presented by sub-regions, including the Caucasus, Central Asia, (European part of) the Commonwealth of the Independent States and Ukraine 2 (hereinafter referred to as CIS), EU27+UK, 3 European Free Trade Association (EFTA), and Southeastern Europe (SEE).

The risks and opportunities of climate change for agriculture can be effectively dealt only by aligning policies, developing institutional capabilities, and investing in infrastructure and farms, as per the experiences of Albania, FYR Macedonia, Moldova, and Uzbekistan.

FAO’s work in Europe and Central Asia and throughout the world is guided by the FAO Strategic Framework, reviewed every four years. In its support for the 2030 Agenda and its drive for a transformation to more efficient, inclusive, resilient and sustainable agrifood systems, the new FAO Strategic Framework 2022–2031 focuses on what are called the four betters – a set of goals that, when implemented, will help ensure that no one is left behind. In each of the FAO programme countries and territories in Europe and Central Asia, the Organization and its many partners achieved great success in 2021 in advancing towards the four betters – better production, better nutrition, a better environment and a better life. This report provides a snapshot of these important efforts and achievements.

The agriculture and land use sector (crops, livestock, forestry, fisheries and aquaculture) hereafter referred to as the AFOLU (Agriculture, Forestry and Other Land Use) sector for ease of reference – features prominently amongst the adaptation and mitigation contributions set forth in the nationally determined contribution (NDCs) – up to 96 and 88 percent, respectively (FAO, 2016a). This paper presents a step-by-step methodology for assessing the overall coverage of mitigation and adaptation policies and measures in the NDCs, as compared against major greenhouse gas (GHG) emission “hotspots” and adaptation “hotspots” in the AFOLU sector. It also provides a gap-filling methodology for estimating economy-wide and sector-specific baseline and NDC mitigation scenarios based on regional trends. The overall objective is to support national policy makers in NDC review and revision processes so as to better align or integrate mitigation and adaptation policies to address sectoral GHG and adaptation hotspots. To date, the sector-specific methodology has been adopted by FAO to conduct a series of mitigation and adaptation policy coverage in the NDCs at the regional-level, including Eastern Africa (FAO, 2017), Europe and Central Asia (FAO, 2019), Asia (FAO, 2020b) and the Pacific (FAO, 2020c), Latin America (FAO, 2020d) and the Caribbean (FAO, 2020e).

This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Investment in infrastructure is essential for promoting economic growth, and while countries in Asia have enjoyed higher rates of gross domestic product growth in recent years, the region remains severely deficient in the scale and quality of sustainable infrastructure. Moreover, population growth and climate change continue to put increasing pressure on the need for strategic and farsighted development, calling for policy makers to reevaluate infrastructure governance to ensure sustainable economic growth. Currently, in developing Asia, most investment in infrastructure comes from the public sector. However, with growing fiscal deficits and other budgetary constraints, it is essential to develop alternative sources of investment for infrastructure projects. This presents opportunities to tap into the private sector, which can play an instrumental role in minimizing the funding gap through the development of stronger, more transparent public–private partnerships (PPPs) and incentivizing sustainable infrastructure investment. This book provides a scholarly discussion on the importance of PPPs and approaches to unlock private participation in infrastructure investment based on lessons from across Asia. Among the proposed schemes are government tax incentives, development-based land value capture strategy under PPP land pooling, Viability Gap Funds, Project Development Facilities, and other guarantees. The book aims to assess the impacts and future of sustainable infrastructure investments and examines the role of governments in mobilizing financial resources and new models for unlocking private investment in sustainable infrastructure. This book consists of fifteen original chapters on the experiences of the Central Asia Regional Economic Cooperation (CAREC) and a few other cases for promoting private investment in sustainable infrastructure. This report provides a unique, sector-specific synthesis of the agriculture, water and land use sectors in the nationally determined contributions from Near East and North Africa. It summarizes the substantial contributions already put forward by countries, opportunities for further action and the gaps, barriers and needs that will need to be addressed if the region is to raise mitigation and adaptation ambitions. The findings of this report will help member countries to reflect on their progress in advancing toward nationally determined contributions priorities for agriculture, water and land use, and associated national climate goals including related targets under the Sustainable Development Goals. The analysis also helps to make clear the links between the nationally determined contributions from the region and the ongoing work of the United Nations Framework Convention on Climate Change in support of the Koronivia Joint Work on Agriculture (KJWA). Finally, the report serves as a guide to the Food and Agriculture Organization of the United Nations, as well as other international actors, of the support that will be required to help countries in the region move forward to implement agriculture, water and land use priorities in their NDCs and ensure that future commitments from the sector are quantifiable, verifiable and sufficiently ambitious.

The main objective of this report is to provide a synthesis of the climate change mitigation and adaptation priorities in the agriculture and land use sectors set forth in the Nationally Determined Contributions (NDCs) of countries in the Pacific and to identify opportunities for governments to strengthen their sectoral mitigation and adaptation ambitions, capture synergies and accelerate progress on the sustainable development agenda.
