This work explains elite behaviour in authoritarian systems and proposes why elites withdraw their support for the incumbent when faced with popular uprisings. Building upon foundations drawn from institutional authoritarianism and synthesised with local context from the substantial scholarship on the Middle East and North Africa, the book argues that the elite supporting autocrats come from three distinct cadres: the military, the single-party and the personalist. Each of these cadres possesses its own distinct institutional interests and preferences towards regime change. Drawing on these interests, the study constructs a theoretical framework that is assessed through testing it against three variables. Utilising an analytic narrative, the research finds that the withdrawal of elite support is the consequence of long-term processes that see distinct cadres marginalised. First, increased incumbent preference for personalist elements destabilises regimes as the military and single-party cadres reconsider their positions. Second, neoliberal economic policies, implemented via structural adjustment, accelerated this personalisation as the state’s withdrawal from the economy. This, in turn, affected the ability of the military and single-party elites to access patronage. Finally, the degree of military involvement in the formal political sphere contributes to shaping the nature of the system that replaced the incumbent regime under examination. Building upon a wide range of literature the book argues that interest realisation determines whether or not elite actors support regime change in authoritarian systems. The volume will be of interest to scholars researching politics, social sciences and the Middle East.

Taking a comparative approach, this book considers the ways in which political regimes have changed since the Arab Spring. It addresses a series of questions about political change in the context of the revolutions, upheavals and protests that have taken place in North Africa and the Arab Middle East since December 2010, and looks at the various processes have been underway in the region: democratisation (Tunisia), failed democratic transitions (Egypt, Libya and Yemen), political liberalisation (Morocco) and increased authoritarianism (Bahrain, Kuwait, Syria). In other countries, in contrast to these changes, the authoritarian regimes remain intact (Saudi Arabia, Qatar, Arab United Emirates.

"An attempt to analyze the cause and character of a profound revolution taking place from Morocco to Pakistan. This Report examines the forces, groups, ideas, and institutions now in motion and estimates the direction which politics may take in the future in the area. While the transformation here under study embraces both the pervasive nationalist revolution and the ensuing "revolution of rising expectations," its sources and ramifications are broader and run deeper than nationalism and its discontents: (1) a way of life 1300 years old is being destroyed by challenges for which it was almost entirely unprepared; (2) a social system with new values is taking the place of traditional society; (3) a different range of ideological choices has opened up for a new kind of elite; (4) new political instruments are at the elite's disposal; (5) the fact that new men are using new means to attain new ends in their attempts to deal with the politics of social change entails widespread revolutionary consequences."--Author's report.

Rapid social, economic, and political change is endemic to the Middle East and is often more revolutionary than evolutionary in nature. In many ways, the entire political landscape of the Middle East has been transformed in the past decade in the realm of both international relations and domestic politics: The collapse of the Soviet Union, the end of the cold war, and the Iraqi invasion of Kuwait have all had a profound effect on relations among states within the region and between those states and countries outside the region. In this revised edition, Long and Reich provide comprehensive and up-to-date analyses of many critical contemporary events and issues. The contributors explain how Desert Storm isolated Iraq and brought Syria back into the mainstream of Arab politics, contributing to the revival of the Arab-Israeli peace process. They also show how the return of a Labor government in Israel has allowed the peace process to go forward. Evaluating the economic costs of the Kuwait war and the continuing oil glut, the authors find that resulting changes in the domestic economies of the oil-producing states have created additional pressures for social and political change. The most profound change in government and politics, however, is the rise of Islam as the idiom of political discourse among moderates as well as extremists.
