Political Equality In Transnational Democracy

This book is about the status of political equality under global political conditions. If political equality generally is considered a core feature of democracy, it has received little attention among theorists concerned with global governance. Given the enormous emphasis on democracy as legitimizing factor in global politics, this neglect is noteworthy. This book sets out to address what accounts for the neglect, on the one hand, and how it may be remedied, on the other. The overall aim is to revitalize the debate on the status of political equality in transnational democracy.

In this revised edition of his 1979 classic Political Theory and International Relations, Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. Beitz postulates that a theory of international politics should include a revised principle of state autonomy based on the justice of a state's domestic institutions, and a principle of international distributive justice to establish a fair division of resources and wealth among persons situated in diverse national societies.

While it will touch on the issues surrounded basic equalities, the main focus will be on the concept and achievement of political equality and the problems associated with it. The essay concludes that perhaps an absolute equality in any terms is impossible. Different forms of equality influence each other; hence achieving one form of equality may prohibit achieving another. Many inequalities still exist today in any democratic country, not to mention those inequalities of people living under non-democratic regimes. However, change is happening, as shown by the evolution of the concept of equality. And although, the achievement of political equality in practice is undermined by the socioeconomic inequalities still existing in all societies, political equality is nevertheless, an important goal, which we have to strive for.

This volume is primarily concerned with equality as a basic component of the democratic character of representation. In other words, of the many types of equality that have attracted the attention of theorists since democracy’s beginnings – arithmetic equality, equality before the law, equality of opportunity– we would like to draw attention to representational equality, that is, the role of equality in systems of democratic representation. In what form is equality present in traditional forms of electoral representation? How can it be secured in new forms of representation, such as claims-making, deliberative, klerotarian and epistemic representation? And to what extent are electoral or non-electoral models of representation able to accommodate increasing social inequalities? The articles in this volume discuss these issues from a normative and conceptual point of view, seeking to shed new light on the important but under-explored relationship between equality and representation. This book was originally published as a special issue of Critical Review of International Social and Political Philosophy.

Is global democracy possible? The most prominent institutional manifestations of this concept-the UN, WTO, IMF and World Bank-have been skewered as cloistered anti-democratic institutions by anti-globalization activists. Meanwhile, proponents of globalization advocate reforming these institutions to make them more transparent.
