Political Science And Regime Change In 20th Century Germany

In retrospect, historical change often appears to be both logical and inevitable. Yet, as a process, as a series of moments, it is by nature open-ended. The protagonists are unaware of the potential consequences of their choices, as well as the meaning of their actions in the greater scheme of things. An individual, in real time and in the middle of events, has little scope for understanding the whole. The dynamic of a regime change involves a journey away from a particular past towards a chosen future, while the practices of the old regime are called into question. The competing visions for a better future often include a reactionary option, looking back towards an older period, perceived as a golden age waiting to be restored. In the aftermath of a regime change the new cadres, seeking to consolidate their power, form the new conservative bloc of the society. When revolutionary forces again begin to gather, the regime disintegrates, and the cycle begins again. So far, regime changes have been analysed as unique, one-off events. This book traces what such processes, regardless of their ideological colour, have in common. How does political power change hands? What are the mental and material tools of change? From the last stages of World War I to the present Crimean crisis, the case studies in this book offer timeless insights for understanding ideological and military conflicts, including the undercurrents of the present Russo-Western relations.

The book traces the development of Germany from the Kaiser’s Reich in the 1870s to the reunited democratic state led by Helmut Kohl in the 1990s. The author begins by countering the popular view of Germany before 1914 as irredeemably reactionary, and after assessing Germany’s part in the First World War, he outlines the rise and fall of the Weimar Republic. The 12 years of Hitler’s destructive experiment are presented in a balanced way as part of the overall development of the country. Germany in defeat is then discussed, as is heer rebirth under Four Power occupation. The last chapters explore the two separate German states and the events leading up to the restoration of German unity.

The book will survey the recent development and current “state of the art” of political science in post-communist Central and Eastern Europe. It will comprise (a) three comparative overviews: Political Science and Regime Change in East-Central Europe from the 20th to the 21st Century; Analytical and Normative Elements in Political Science Approaches: Is there a Specific Central-East European Pattern?; Political Science Associations in East-Central Europe: How Important, how much International Cooperation?; (b) 20 detailed and comparable country reports: Albania, Armenia, Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Georgia, Hungary, Latvia, Lithuania, Macedonia, Moldova, Poland, Romania, Russia, Serbia, Slovakia, and Ukraine; (c) a chapter on the European Confederation of Political Science Associations. The country reports will include tables on political science faculty, students with political science as a major, and sub-fields taught at both state and private universities (as per the end of 2008). They will cover the following topics: Institutionalization of the discipline; achievements, deficits, prevailing approaches, and funding of research in the discipline’s sub-fields; curricula, admission regulation, and degree system in political science teaching; national representation and international cooperation (major journals and published books, political science associations, international links); public impact of the discipline, labor market, challenges and opportunities.

This pioneering volume is devoted to the analysis of education from the perspective of political science, applying the full range of the discipline’s analytical perspectives and methodological tools.
