Politics Identity And Education In Central Asia

Focusing on the areas of politics, identity and education, this book looks at some of the most pressing and challenging issues that Kyrgyzstan faces in the post-Soviet era. It argues that Kyrgyzstan is challenged with oscillations between the old and the new on the one hand, and domestic and international on the other. The book analyses the process of post-Soviet transition in today’s Kyrgyzstan by focusing on the political elites, some of the major identity problems and educational issues. It discusses how Kyrgyzstan’s first president in the post-Soviet era had already been an exceptional leader even prior to the collapse of the Soviet Union in terms of his democratic and liberal tendencies. The book goes on to look at how identity is a major factor in the country, shaped to a large extent by genealogical factors and patron-client mechanisms on the one hand, and religious considerations on the other. Finally, it highlights how education has been perceived as a very influential agent of socialization that develops not only literacy and other skills, but also common attitudes and values that are considered essential to any society. By evaluating these three areas, the book argues that Kyrgyzstan cannot isolate itself from the demands, priorities and pressures of international actors, which sometimes are in conflict with the country’s domestic conditions. Nationalist leaders in the former Soviet states strive for national identity in both the political and cultural domains. Their language policies contend with Russian-speaking intelligentsias, numerous ethnic minorities and sizeable Russian communities backed by the Russian Federation - all presenting major challenges to facing the legacy of Soviet rule. Drawing on many years of research, interviews with educators and officials, and visits to the region, Barbara Kellner-Heinkele and Jacob M. Landau explore the politics of language and its intersection with identity in Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. With special attention to language education in schools and universities within each state and debates over bilingualism versus multilingualism, their insights offer researchers of politics, linguistics and Central Asian studies a comprehensive account of a highly politicised debate.

The five Central Asian states of Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, and Turkmenistan constitute an area of increasing importance in global politics. The region currently serves as the main route for transporting American and NATO supplies and personnel into Afghanistan. Its Turkic Muslim peoples share ethnic and religious roots with China's Uighurs in neighboring Xinjiang, where some Uighurs have connections to the Taliban in Afghanistan and Pakistan, fueling Beijing's already acute fears of terrorism and separatism. Perhaps most importantly, the Caspian basin holds immense reserves of oil and natural gas. Countries rich in hydrocarbons—like Kazakhstan, Turkmenistan, and Uzbekistan—can benefit greatly from this wealth, but often they must rely on foreign companies (usually backed by foreign governments) to develop these resources. Revolts in Kyrgyzstan (in 2005 and 2010) and Uzbekistan (in 2005); Tajikistan's civil war (in the 1990s); and continued terrorist incidents (2010–2011), strikes, and suicide bombings in Kazakhstan (in 2011) have contributed to concerns about stability in the region. In Civil Society and Politics in Central Asia, a prominent group of scholars assesses both the area's manifold problems and its emerging potential, examining the often uneasy relationship between its states and the societies they govern. A meticulously in-depth study, the volume demonstrates the fascinating cultural complexity and diversity of Central Asia. Small, landlocked, and surrounded by larger powers, Central Asian nations have become adept at playing their neighbors against each other in order to maximize their own abilities to maneuver. The essays in this book look beyond the surface of Central Asian politics to discover the forces that are working for political change and continuity in this critical region of the world.

The multicultural region of Central Eurasia is living through its early post-independence years and as such serves as an ideal case to study and analyse theories of identity and foreign policy in a non-European context. Looking to re-introduce identity as a multidimensional factor informing state behaviour, this book analyses the experiences of the different Central Eurasian states in their post-independence pursuits. The book is structured into two broadly defined sections, with the first half examining the different ways in which the combination of domestic, regional, international and trans-national forces worked to advance one national identity over the others in the states that comprise the region of post-Soviet Central Eurasia. In the second half, chapters analyse the many ways in which identity, once shaped, affected foreign policy behaviours of the regional states, as well as the overall security dynamics in the region. The book also looks at the ways in which identity, by doing so, enjoys an intricate, mutually constitutive relationship with the strategic context in which it bears its effects on the state and the region. Finally, given the special role Russia has historically played in defining the evolutionary trajectory of the regional states, the book discusses the ways in which Russia itself and its post-cold war policies towards its former colonies have been conditioned by factors associated with Russia’s evolving post-Soviet identity. Placing the region firmly within existing theories of identity and state practices, the book will be of interest to students and scholars of Central Asian Politics, Security Studies, Foreign Policy and International Relations.

This open access book is intended as an original contribution to the conversation on the role and challenges of education in Central Asia to promote social cohesion by looking at Kazakhstan, Tajikistan and Uzbekistan. Examining education challenges within the countries’ wider historical, social, political, and cultural context, the contributions explore existing discourses concerning national identity, religion, language, gender, inclusion, internationalisation of education, and non-state actors through a Political Economy Analysis (PEA) lens. With the understanding that education is both a powerful mechanism of social reproduction in societies and a driver of social change, the book attempts to promote political economy analysis of education as a helpful analytical tool for educational debates and reform agendas in the region and thus will be a valuable resource for policymakers, practitioners, and scholars in this region and beyond.

This book brings together internationally prominent scholars renowned for their work on post-Soviet republics, as well as outstanding emerging scholars native of Central Asia in order to discuss the state of education in the Central Asian Republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Drawing on their individual contexts and research, the authors offer analyses and critiques of some of the social, political, and economic issues in education in their respective countries, and some insights about how local actions engage with the challenges and problems, as well as with the possibilities and opportunities they face. Since gaining their independence in 1991, the five republics of Central Asia have been undergoing some enormous political, social, linguistic, cultural, and economic changes, even as we write. This collection shows that researchers are increasingly interested in exploring the development of education in this part of the world. In these countries, education plays a significant role in transitioning from centrally planned to market economies and is seen as the key resource to facilitate entry into the global competitiveness sphere. This book will be of particular interest to educators, researchers, and policy makers engaged in research or with a particular interest in curricula, and education systems and reforms, and to undergraduate and graduate students studying and researching education in Central Asia or in other post-Soviet contexts.
