Politics Of The Middle East

Although most Arab countries remain authoritarian, many have undergone a restructuring of state-society relations in which lower- and middle-class interest groups have lost ground while big business has benefited in terms of its integration into policy-making and the opening of economic sectors that used to be state-dominated. Arab businesses have also started taking on aspects of public service provision in health, media and education that used to be the domain of the state; they have also become increasingly active in philanthropy. The ‘Arab Spring,’ which is likely to lead to a more pluralistic political order, makes it all the more important to understand business interests in the Middle East, a segment of society that on the one hand has often been close to the ancien regime, but on the other will play a pivotal role in a future social contract. Among the topics addressed by the authors are the role of business in recent regime change; the political outlook of businessmen; the consequences of economic liberalisation on the composition of business elites in the Middle East; the role of the private sector in orienting government policies; lobbying of government by business interests and the mechanisms by which governments seek to keep businesses dependent on them.

The culture of politics within any system of governance is influenced by how state and society interact, and how these relationships are mediated by existing political institutions, whether formal or informal. The chapters in this volume highlight two broad types of informal political engagement in the Middle East: civil action that works in tandem with the state apparatus, and civil action that poses a challenge to the state. In both cases, these activities can and do achieve tangible results for particular groups of people, as well as for the state. For many, informal politics and civil mobilization are not a choice, but a necessity to secure--collectively--some kind of social security, through communal reciprocity and everyday activism. Ironically, Middle Eastern authorities often turn a blind eye to informal organizing, because 'self-help' schemes allow certain social groups to survive--reducing their instinct to make demands of, or seek support from, the state. People are discouraged from political action and dissent; yet they are simultaneously encouraged to seek their own betterment, often leading to politicized groups and associations. By analyzing these formations, the contributors shed light on informal politics in the region.

In this timely book, completed before the current outbreak of unrest in Bahrain that has formed part of the Arab Spring, Laurence Louer explains, the background of the Bahraini conflict in the context of the wider issue of Shiism as a political force in the Arab Middle East, amongst other issues relating to the role of Shiite Islamist movements in regional politics. Her study shows how Bahrain's troubles are a phenomenon based on local perceptions of injustice rather than on the foreign policy of Shiite Iran. More generally, the book shows that, though Iran's Islamic Revolution had an electrifying effect on Shiite movements in Lebanon, Iraq, the Gulf and Saudi Arabia, local political imperatives have in the end been the crucial factor in the direction they have taken. In addition, the overwhelming influence of the Shiite clerical institution has been diminished by the rise to prominence of lay activists within the Shiite movements across the Middle East and the emergence of Shiite anti-clericalism. This book contributes to dispelling the myth of the determining power of Iran in the politics of Iraq, Bahrain and other Arab states with significant Shiite populations.

This work examines the issues, problems and processes found in the politics of the region in an analytical framework.
