Power And Illicit Drugs In The Global South

More than a hundred years have passed since the adoption of the first prohibitionist laws on drugs. Increasingly, the edifice of international drug control and laws is vacillating under pressures of reform. Scholarship on drugs history and policy has had a tendency to look at the issue mostly in the Western hemisphere of the globe or to privilege Western narratives of drugs and drugs policy. This volume instead turns this approach upside down and makes an intellectual attempt to redefine the subject of drugs in the Global South. Opium, heroin, cannabis, hashish, methamphetamines and khat are among the drugs discussed in the contributions to the volume, which spans from Sub-Saharan Africa to Southeast Asia, including the Middle East, North Africa, Latin America and the Indian Subcontinent. The volume also makes a powerful case for an interdisciplinary approach to the study of drugs by juxtaposing the work of historians, political scientists, geographers, anthropologists and criminologists. Ultimately, this edited volume is a rich and diverse collection of new case studies, which opens up venues for further research. Economists explore the relationship between expanding international trade and the parallel growth in illicit trade, including illegal drugs, smuggling, and organized crime. As international trade has expanded dramatically in the postwar period--an expansion accelerated by the opening of China, Russia, India, and Eastern Europe--illicit international trade has grown in tandem with it. This volume uses the economist's toolkit to examine the economic, political, and social problems resulting from such illicit activities as illegal drug trade, smuggling, and organized crime. The contributors consider several aspects of the illegal drug market, including the sometimes puzzling relationships among purity, price, and risk; the effect of globalization on the heroin and cocaine markets, examined both through mathematical models and with empirical data from the U.K; the spread of khat, a psychoactive drug imported legally to the U.K. as a vegetable; and the economic effect of the "war on drugs" on producer and consumer countries. Other chapters examine the hidden financial flows of organized crime, patterns of smuggling in international trade, Iran's illicit trading activity, and the impact of mafia-like crime on foreign direct investment in Italy.

Research on global norm diffusion and institutional transfer has often neglected the agency of the governed. This collection argues that limited statehood – the lack of state capacities in most parts of the global South – provides opportunities for the governed to raise their voices and be listened to. Thus, people on the receiving end of development cooperation, state building, or security interventions can significantly shape global dynamics of normative and institutional change. Drawing on the emerging body of literature on the agency of the governed, this book assesses the current dynamics of transfer and diffusion studies at the interstice of political science and social anthropology. By focusing on the agency of the governed, the authors integrate a broad spectrum of issues and debates, from the proliferation of global norms to state and security building to international policy cooperation. This book will be of interest to students and researchers of global politics and international relations, particularly those focusing on the global South. The Report continues to provide in depth trend analysis of the four main drug markets in its first section. In addition, to mark the one hundred year anniversary of the Shanghai Opium Commission, and one hundred years of international drug control, the Report contains an in-depth look at the development of the international drug control system. The Report also contains a small statistical annex which provides a detailed look at production, prices and consumption. As in previous years, the present Report is based on data obtained primarily from the annual reports questionnaire (ARQ) sent by Governments to UNODC in 2007, supplemented by other sources when necessary and where available. Two of the main limitations herein are: (i) that ARQ reporting is not systematic enough, both in terms of number of countries responding and of content, and (ii) that most countries lack the adequate monitoring systems required to produce reliable, comprehensive and internationally comparable data. National monitoring systems are, however, improving and UNODC has contributed to this process.

"This essay reveals how a global "New Drug History" has evolved over the past three decades, along with its latest thematic trends and possible next directions. Scholars have long studied drugs, but only in the 1990s did serious archival and global study of what are now illicit drugs emerge, largely from the influence of the anthropology of drugs on history. A series of key interdisciplinary influences are now in play beyond anthropology, among them, commodity and consumption studies, sociology, medical history, cultural studies, and transnational history. Scholars connect drugs and their changing political or cultural status to larger contexts and epochal events such as wars, empires, capitalism, modernization, or globalizing processes. As the field expands in scope, it may shift deeper into non-western perspectives, a fluid historical definition of drugs; environmental concerns; and research on cannabis and opiates sparked by their current transformations or crises"--
