Prioritizing Strategic Interests In South Asia

The focus on the war in Afghanistan has prevented the United States from developing a South Asia strategy rooted in the relative strategic importance of the nations in the region. India, a stable democracy enjoying rapid growth, clearly has the most potential as a strategic partner. Pakistan, as the home of al Qaeda leadership and over 60 nuclear weapons, is the greatest threat to regional stability and growth. Yet Afghanistan absorbs the vast majority of U.S. effort in the region. The United States needs to develop a genuine regional strategy. This paper argues that making the economic growth and social reform essential to the stability of Pakistan a higher priority than the conflict in Afghanistan is a core requirement of such a strategy.

This handbook offers a comprehensive overview of the international relations of South Asia. South Asia as a region is increasingly assuming greater significance in global politics for a host of compelling reasons. The paradox of U.S. involvement in Southeast Asia The Obama administration's pivot-to-Asia policy establishes an important place for Southeast Asia in U.S. foreign policy. But Washington's attention to the region has fluctuated dramatically, from the intense intervention of the cold war era to near neglect in more recent years. As a consequence, countries in Southeast Asia worry that the United States once again will become distracted by other problems and disengage from the region. This book written by an astute observer of the region and U.S. policy casts light on the sources of these anxieties. A main consideration is that it still is not clear how Southeast Asia fits into U.S. strategy for Asia and the broader world. Is the region central to U.S. policymaking, or an afterthought? Ambivalent Engagement highlights a dilemma that is becoming increasingly conspicuous and problematic. Southeast Asia continues to rely on the United States to play an active role in the region even though it is an external power. But the countries of Southeast Asia have very different views about precisely what role the United States should play. This text aims to provide military leaders, civil servants, diplomats, and students with the intellectual basis that they need to begin to prepare for further study of or an assignment in Afghanistan.

Once the United States withdraws most or all of its forces from Afghanistan, what issues are likely to continue to be of concern to U.S. policymakers in South Asia? What regional dynamics are likely to affect their ability to achieve policy priorities there? While the United States and its coalition partners have focused primarily on Afghanistan and Pakistan over the past 12 years, the strategic dynamics most likely to be relevant over the next 12 years will probably be clustered around relationships linking Pakistan, India, and China. The authors of this report propose a framework for U.S. policy in South Asia centered around that cluster rather than the more common cluster of Afghanistan, Pakistan, and India. The report includes an analysis of U.S. policy priorities, contingencies, and regional dynamics in South Asia.
