Private Financing For Sustainable Forest Management And Forest Products In Developing Countries Trends And Drivers

How to finance sustainable forest management (SFM) has been a question of perennial interest and concern for the forestry community. It has been estimated that the required funding for SFM is in the order of US$70-160 billion per year globally. At present, official development assistance disbursements to forestry cover about 1 percent of the estimated total financing needs for SFM, and other available public sector financing sources barely double that amount. To scale up SFM, to create value-added economic growth and employment and protect forests from competing unsustainable land uses, domestic and foreign private financing and investments need to increase significantly.Despite the importance of the private sector, information on private forest financing is scarce and inadequate at all levels. Studies related to finance flows in the private sector have begun to emerge in recent years, and data of varying quality--especially on international private investments in wood processing--have become available in selected public statistics. However, there is no coordinated and systematic effort to collect and synthesize information on private investment flows in the forest sector. Also, none of the ad hoc studies have tried to provide a comprehensive, global picture of these flows. The objective of the study is to provide updated, comprehensive information to inform global dialogue on the role of private financing for SFM, including forest plantation development, and to the production of forest products. This report (i) reviews what private forest sector financing data are available, (ii) provides a snapshot of different financing flows in the forest sector, (iii) improves our understanding of challenges related to forest financing, and (iv) presents a roadmap for better information and improved access to finance. The scope of the report is forestry and forest industry investments in developing and emerging countries, with more focus on foreign direct investment than on domestic investments, mainly due to data constraints. The target audience includes the national governments in developing countries, donor agencies, international finance institutions with particular reference to the World Bank Group, other stakeholders of the United Nations Forum on Forests, and other forest finance practitioners.

Against the backdrop of the Glasgow Leaders’ Declaration on Forests and Land Use and the pledge of 140 countries to eliminate forest loss by 2030 and to support restoration and sustainable forestry, the 2022 edition of The State of the World’s Forests (SOFO) explores the potential of three forest pathways for achieving green recovery and tackling multidimensional planetary crises, including climate change and biodiversity loss. The three interrelated pathways are halting deforestation and maintaining forests; restoring degraded lands and expanding agroforestry; and sustainably using forests and building green value chains. The balanced, simultaneous pursuit of these pathways can generate sustainable economic and social benefits for countries and their rural communities, help sustainably meet increasing global demand for materials, and address environmental challenges. The State of the World’s Forests 2022 presents evidence on the feasibility and value of these pathways and outlines initial steps that could be taken to further pursue them. There is no time to lose – action is needed now to keep the global temperature increase below 1.5 °C, reduce the risk of future pandemics, ensure food security and nutrition for all, eliminate poverty, conserve the planet’s biodiversity and offer young people hope of a better world and a better future for all.

The International Development Law Organization (IDLO) and the Center for International Forestry Research (CIFOR) assessed the legal frameworks for major natural resource sectors in Zambia, Tanzania and Mozambique to analyze whether, and to what extent they enable sustainable investments. National development plans in each country, and their crosscutting laws on land and the environment incorporate principles of sustainable development. However, sector-specific laws governing forestry, agriculture, mining and energy reflect these principles to varying degrees. Relying significantly on natural resources, these countries have witnessed consistent GDP growth in recent years. Despite their resource wealth and increased investments, poverty and resource degradation persist. Rural populations remain disproportionately affected, with limited access to basic services and increased vulnerability to the impacts of deforestation and climate change. This Synthesis report outlines four key insights on issues identified by the legal assessments that can either hinder or enable sustainable land use investments. These consist of: Reframing investment incentives and focusing on smallholder interests;Protecting customary land rights and ensuring consultation and consent:Establishing clear and effective regulations, strengthening enforcement capacity and supporting decentralization andRaising awareness, guaranteeing participation and promoting freedom of information. The report demonstrates that landscapes governance embodying the rule of law and adherence to social and environmental safeguards can create enabling conditions for sustainable investments. Equity, responsive legal and policy reforms, improved enforcement capacity, strengthened participatory mechanisms and other rule of law considerations are critical to planning and managing investments so that they contribute to sustainable development.

Forests and trees support sustainable agriculture. They stabilize soils and climate, regulate water flows, give shade and shelter, and provide a habitat for pollinators and the natural predators of agricultural pests. They also contribute to the food security of hundreds of millions of people, for whom they are important sources of food, energy and income. Yet, agriculture remains the major driver of deforestation globally, and agricultural, forestry and land policies are often at odds. State of the World’s Forests (SOFO) 2016 shows that it is possible to increase agricultural productivity and food security while halting or even reversing deforestation, highlighting the successful efforts of Costa Rica, Chile, the Gambia, Georgia, Ghana, Tunisia and Viet Nam. Integrated land-use planning is the key to balancing land uses, underpinned by the right policy instruments to promote both sustainable forests and agriculture.

The global threats to climate, biodiversity and a healthy environment are mainly caused by the excessive use of non-renewable materials. The Food and Agriculture Organization of the United Nations (FAO), in collaboration with the International Tropical Timber Organization (ITTO) and Unique Consultancy, elaborated a Global Forest Sector Outlook 2050 to assess the capacity of wood supply to support a sustainable bioeconomy. The report presents a business-as-usual scenario, based on the Global Forest Products Model (GFPM), and a bioeconomy scenario based on the impact of increased consumption of two wood products consolidated in the market: mass timber and manmade cellulose fiber. The publication assesses the market outlook for demand for primary processed wood products, demand and supply of industrial roundwood, wood energy, and forest employment and investments. From a deman-driven perspective, it discusses the actual forest resource base and production needs to supply future demand by factoring in the use of wood residues and enhanced productivity in the forest sector, as well as the influence of megatrends and policy objectives.
