By looking at the link between trade liberalization and pro-poor growth in Nepal, this book explores how a developing and transition economy can attain higher and pro-poor growth along with the ongoing trend of globalization. The author develops a social accounting database for Nepal and applies it to quantify computable general equilibrium (CGE) model to investigate the trade-offs between growth and distribution that are associated with opening up the economy and deregulating it. The book presents a number of pragmatic scenarios that bring about the desired pro-poor growth effects in order to demonstrate possible outcomes for policy making. The research findings apply to other economies with similar macroeconomic structure to Nepal; those small economies with a dominant, traditional, and stagnant agriculture; fragile industrial base, weak and volatile external sector, and almost half of the population living below the poverty line. This book will be of considerable interest to students and scholars in the areas of development economics, political economy of policy reforms, and trade and poverty with special emphasis on South Asia.

The relationship between growth, inequality, and poverty lies at the heart of development economics. This volume draws together many of the most important recent contributions to the controversies surrounding this topic. Some of the chapters help explain why there is profound disagreement on crucial issues of growth, poverty and inequality within academic circles, and among organizations and various groups active in the development field. Another central theme is the cross-country evidence on the relationship between growth and poverty, and the extent to which it is valid to draw policy conclusions from this empirical evidence. The volume also shows how new microeconomic techniques such as poverty maps and microsimulation models can be used to improve poverty analysis and the design of pro-poor policies. The overall conclusion points to the need for diverse strategies towards growth and poverty, rather than simple blanket policy rules. Initial conditions, specific country structures, and time horizons all play a significant role. Initial conditions affect the speed with which growth reduces poverty and can also determine whether policies such as trade liberalization have a pro-poor or an anti-poor outcome. Improved education is valuable in itself, and also contributes to poverty reduction; but its effect on inequality depends on supply and demand factors, which differ significantly across countries. Likewise, the quantitative impact on poverty of redistribution from the rich to the poor vis-à-vis an increase in total national income can vary greatly across countries. Hence the need for creative approaches to poverty which take full account of the specific circumstances of individual nations and which assign a central role to inequality analysis in the discussion of poverty-alleviation policies.

This book uses Alan Winters’ analytical framework to investigate the effects of trade liberalisation on economic growth and poverty in Vietnam. The country launched a programme of economic and trade reforms, known as Doi Moi, in the mid-1980s which placed the economy on a transitional path from central planning to a market economy. Since then Vietnam has attained a number of remarkable achievements in terms of economic growth and poverty reduction. Although some formidable problems (such as inequality and inflation) remain, it is apparent that trade liberalisation has been associated with a big reduction in poverty. The analysis in the book focuses on the microeconomic (household) level, and there is an emphasis on tracing the effects of trade liberalisation through the four separate channels identified by Winters. Such in-depth and micro-level analyses yield new insights that support important policy lessons and recommendations for Vietnam in particular and, more generally, for similar developing countries.

Openness to trade is a key element of economic policy; continuing extreme poverty in developing countries is a disgrace. This Handbook examines how concerns about the world's poor should affect our attitude towards trade liberalization. Part I draws on economic analysis and practical experience to construct a framework to analyse the links between trade liberalization and poverty. It shows policy-makers how to identify the critical features in their economies so they can ensure that the poor benefit from liberalization. Part II explores the reform of particular sectors -- agriculture, services, etc., and particular instruments of trade policy -- export subsidies, anti-dumping measures, etc. It presents an economic analysis of each type of reform, shows the likely outcome for the poor, and discusses the issue's status on the World Trade Organization's agenda. A Brookings Institution Press and Yale Center for the Study of Globalization and Sciences-Po, Paris publication This thoughtful volume assesses the likely impact of reformed trade policies on the poorest of the poor—those on the bottom economic rungs in developing nations. The focus on a spectrum of poor nations across different regions provides some helpful and hopeful guidelines regarding the likely impacts of a global trade reform, agreed upon under the auspices of the World Trade Organization, as well as the impact of such reforms on economic development. In order to facilitate lesson-drawing across different regions, each country study utilizes a similar methodology. They combine information on trade policy at the product level with income and consumption data at the household level, thus capturing effects both on the macro level and in individual households where development policies ideally should improve day-to-day life. This uniformity of research approach across the country studies allows for a deeper and more robust comparison of results.
