Problems And Prospects Of Economic Integration In West Africa

​This book presents a number of key studies pertaining to the most pressing challenges of economic regional integration in West Africa. The issues of monetary coordination, foreign exchange volatility, taxation, savings and macroeconomic convergence are investigated from a regional perspective. The characteristics of West Africa’s trade policy are reviewed and assessed in comparison to that of the Southern African Development Community (SADC). The extent to which regional integration can tackle the challenge of unemployment is the focus of studies on labour markets. Development of the private sector and coordination of regional cross-border transportation are examined through the lens of economic collaboration between Arab and African countries. The book provides fresh new answers to persistent development questions and sheds new light on long-held views that are either incomplete or no longer true. It also opens new perspectives on the search for sustainable avenues for Africa’s development. In this regard, it may contribute to the emergence of a new paradigm on Africa’s development process and its science-based, policy-oriented implementation.

This reissue, first published in 1983, is an authoritative study of economic integration among the states of West Africa, focusing upon the issues and experience of the four main initiatives for regional integration in West Africa, namely the Economic Community of West African States, the Mano River Union, the Communauté Economique de l’Afrique de l’Ouest, and the recent initiative for the establishment of an economic and monetary union between Senegal and the Gambia.

This study outlines the challenges to mutual linkages at a regional level - to social and economic development across the continent. Organised topically and covering all regional groupings in Africa, the study provides a historical overview of integration and common markets of COMESA and ECOWAS, discussion of Africa in the global economy, the question of regionalism in North Africa and the Arab-Maghreb union, the case of the Southern African Development Community, and a survey of the political economy of the Horn of Africa.

Since their independance, Africa states West in particular have felt a need for regional integration in order to solve their development problems. Various aspects of Nigeria's experience in regional integration are there examined. These include the advocacy of chambers of commerce for common currencies among members of the West African Monetary Zone, security implications of defense pacts between some francophone member countries and France, and grassroots participation to solve problems concerning borders and borderlands. Finally, facilitators and obstacles of regional integration are examined.

The debates over what African economic integration and development actually entails continue across international economic organizations, national governments and NGOs. Despite the glare of media attention and the position this issue has on international political agendas, few comprehensive accounts exist that fully examine why this process will be inevitable in the 21st century and how integration of national economies can be attuned to attaining the socio-economic goals and aspirations of member-countries. This book addresses this problem. It combines theory with application, enumerating the imperatives and initiatives governments will be forced to confront; providing insights for educators and students in African development, for policy makers in African governments, and for inter-governmental organizations.

This book contains a collection of papers that examine the failure of regional integration and co-operation to date in west Africa and that explore some of the options for the revitalization of such initiatives. The papers are arranged in three categories: strategic visions and prospects for regional integration and co-operation; economic perspectives; and political dimensions. Specific topics include the role of the Economic Community of West African States; theoretical models and approaches to regional integration; the role of community building in regional integration; partnerships for innovation; national policies as impediments to economic integration; parallel trade as a form of economic subversion; lessons from the West African Monetary Union; human rights and integration; the regional dimension of environmental management; and power sharing at the regional level.

The role of integration as a catalyst for economic growth, development and insulation from global shocks has made the concept of regional integration even more attractive to states. This books contains compelling arguments and empirical observations that detail some of the key opportunities governments in Africa are pursuing.
