The Alberta Land Stewardship Act, proclaimed in October 2009, divides the province into seven regions and establishes the legal basis for the development of regional plans. One of these is the Lower Athabasca Regional Plan (LARP). The LARP sets the stage for robust growth, vibrant communities and a healthy environment within the region over the next 50 years, identifying strategic directions for the region over the next ten, 2011-2021. The LARP has three key components: the strategic plan, which includes the future vision for the region and desired regional outcomes; the implementation plan, with regional objectives, strategies, and actions taken with outcomes for measuring and evaluating progress; and regulatory detail, to enable achieving the strategic direction and strategies and actions.--Document.

The plan promotes the co-ordinated management of resources byallocating the various resources of the area based on naturalresource capabilities and agency requirements. Local demand byfarmers for agricultural land is recognized and the planrecommends that a considerable amount of land eventually berelinquished by the Crown in order to meet the requirements ofthe local agricultural community.

Greater Than the Sum of Its Parts: Toward Integrated Natural Resource Management in Canada situates the potential contribution of integrated natural resource management (INRM) within Canada’s complex natural resource management landscape. The report explores the knowledge and governance processes that can support INRM in Canada, barriers to understanding and implementing INRM, and promising INRM practices. The Panel highlighted the importance of considering multiple ways of knowing in INRM, including Indigenous and local knowledge. Although several forms of governance can apply to INRM, all models benefit from the involvement of all actors to participate in natural resource management decision-making. The report is designed to be of value to leaders working to strengthen the efficacy and legitimacy of resource management systems, and to practitioners and other actors striving to advance INRM.

Freshwater is in great supply across much of Canada. However, competing and changing demands on its use are leading to ever more complex political arrangements.
