In 2002 the United Nations Environment Program (UNEP), as the Secretariat of the GPA, published a Handbook on the Development and Implementation of National Programs of Action for the Protection of the Marine Environment from Land-based Activities (the NPA Handbook). It provides guidance for environmental managers and policy makers on how to implement the GPA in their own countries. Since its release many lessons have been learned and related policy developments gained importance; reason for this updated and expanded version. In this revision it is stressed that, to be successful, institutional, financial, legislative, social, and technical barriers should be taken very serious while planning concrete action. The handbook calls for realistic, step-by-step implementation of priorities within a cross-sectoral, participatory framework, through a flexible and iterative process.--Publisher's description.

Canada's National Programme of Action for the Protection of the Marine Environment from Land-based Activities (NPA) is a partnership between federal, provincial and territorial governments aimed at addressing the interface between fresh and salt waters, river basins and coastal environments to prevent marine pollution from land-based activities and to protect habitat in coastal zones of Canada. NPA focusses on addressing problems within 14 categories under 2 broad themes: contaminants; and physical alteration and destruction of habitat. This document describes each of the NPA categories and provides examples of ongoing actions.

Global findings estimate that 80 per cent of marine pollution originates from land-based sources and is trans-boundary in nature. These problems persist in spite of a number of legal and policy initiatives taken to protect the marine environment. This volume explores the applications and shortcomings of current international regimes in addressing these issues. The book identifies the sources and effects of land-based marine pollution and analyzes the problems of controlling them. Management principles, policy and regulation are examined at both regional and international level. The author discusses the strengths and weaknesses of existing regimes and advances a more effective international legal framework. The text provides a valuable insight into an important area of international environmental law. It will be of interest to researchers and policy-makers working in this area.

This report provides an overview of the current state of the coastal and marine environment in relation to the nine categories of threats outlined by the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA). The report indicates that legal and institutional arrangements have been strengthened and now cover most regions of the world, but that despite these heightened efforts globally, coastal and marine ecosystems continue to deteriorate mainly because of pressures by human development. Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.
