Humanity has made enormous progress in the past 50 years toward eliminating hunger and malnutrition. Some five billion people--more than 80 percent of the world's population--have enough food to live healthy, productive lives. Agricultural development has contributed significantly to these gains, while also fostering economic growth and poverty reduction in some of the world's poorest countries.

While, in 1960, roughly 30 percent of the world's population suffered from hunger and malnutrition, today less than 20 percent doessome five billion people now have enough food to live healthy, productive lives. Agricultural development has contributed significantly to these gains by increasing food supplies, reducing food prices, and creating new income and employment opportunities for some of the world's poorest people.This book examines where, why, and how past interventions in agricultural development have succeeded. It carefully reviews the policies, programs, and investments in agricultural development that have reduced hunger and poverty across Africa, Asia, and Latin America over the past half century. The 19 successes included here are described in in-depth case studies that synthesize the evidence on the intervention's impact on agricultural productivity and food security, evaluate the rigor with which the evidence was collected, and assess the tradeoffs inherent in each success. Together, these chapters provide evidence of "what works" in agricultural development.

Originally published in 1984, this text was written as a guide to agricultural policy makers, planners and project managers in developing countries, particularly for those in the areas of programme formulation and implementation. Elements from successful agricultural and rural development plans have been selected. The work discusses the link between agricultural and overall planning, the various aspects of agricultural planning (including the usual components and deficiencies of plans, time horizons and scope of plans, and regional planning), and it concludes with brief look at the preparation of a plan and objectives for agricultural development.

Sub—Saharan Africa is one of the poorest regions of the world. Because most Africans work in agriculture, escaping such dire poverty depends on increased agricultural productivity to raise rural incomes, lower food prices, and stimulate growth in other economic sectors. Per capita agricultural production in sub—Saharan Africa has fallen, however, for much of the past half—century. Successes in African Agriculture investigates how to reverse this decline. Instead of cataloging failures, as many past studies have done, this book identifies episodes of successful agricultural growth in Africa and identifies processes, practices, and policies for accelerated growth in the future. The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Drawing on these case studies and on consultations with agricultural specialists and politicians from across sub—Saharan Africa -- undertaken in collaboration with the African Union's New Partnership for Africa's Development -- the contributors identify two key determinants of positive agricultural performance: agricultural research to provide more productive and sustainable technologies to farmers and a policy framework that fosters market incentives for increasing production. The contributors discuss how the public and private sectors can best coordinate the convergence of both factors. Given current concerns about global food security, this book provides timely and important resources to policymakers and development specialists concerned with reversing the negative trends in food insecurity and poverty in Africa.

The role of intellectual property rights (IPRs) has been extensively debated in the literature on technology transfers and agricultural production in developing countries. However, few studies offer cross-country evidence on how IPRs affect yield growth, for example, by incentivizing private-sector investment in cultivar improvement. We address this knowledge gap by testing technology diffusion patterns for six major crops using a unique dataset for the period 1961–2010 and an Arellano–Bond linear dynamic panel-data estimation approach. Findings indicate that both biological and legal forms of IPRs tend to promote yield gap convergence between developed and developing countries, although effects vary between crops.
