Of the many different ways in which economists have tried to analyse public expenditure, the most relevant to Indian economic development is that which links the level of public expenditure with the rate at which the state can accumulate capital. The abstract theory of this link, however, must be complemented by a historical account of the degree to which a state accumulation policy was understood by Indian policy makers, and of the other (often inconsistent) elements in the economic strategy of Indian nationalism. After attempting to provide accounts both of the abstract theory and of the institutional and policy context within which it was applied, this book analyses original empirical data on public expenditure in India between 1960 and 1970. The real growth rate of public expenditure, its functional and economic composition at the all-India level are presented, and the strong contrast between the patterns of the first and last five year periods is elucidated. The effect of the 1965-67 droughts and bad harvests in producing this contrast is assessed.

This book provides a critical reassessment of the role of the public sector during the Golden Age in both advanced and emerging economies. Contributions focus on a major player in the setting of mixed economies: the top managers of state-owned enterprises. Bringing together world-renowned scholars, this collection analyzes the actions of these managers and their contribution to the rise and fall of the mixed economy during the Golden Age, opening up a comparative perspective of the topic. The book forces readers to reconsider how crucial state-owned enterprises were for economic recovery and for the modernization of the production apparatus of many countries in Western Europe, India, Latin America and South Africa. Key chapters discuss state-owned enterprises in twentieth-century Europe, the managerial revolution in Italy, the role of the state in Argentine industrialization, and the organization of capital in the Indian economy. This insightful collection will appeal to scholars and students with an interest in economic history and the socio-economic impact of state-owned companies around the globe.

Since the 1980s, the public sector has been undergoing major changes throughout the Western industrialized world, the transitional economies of central and Eastern Europe, Latin America and South East Asia. The main thrust of these changes has been to bring public sector management practices closer to those of the private sector. This raises the question of how far public and private sector management are comparable. This set examines the relationships between public sector and private sector management in terms of both classical management theory and the new public management that emerged in the 1980s and 1990s. While the collection concentrates on articles from the last 20 years, some historical pieces are also included. The four volumes are arranged along the following lines: volume 1 - for and against the public sector; volume 2 - managing the plural state; volume 3 - broadening the public management perspective; and volume 4 - from policy to practice in public services.

The phenomenal growth and liberalisation of the Indian economy has been the subject of extensive scholarly documentation and competing interpretations. This book examines the key period of liberalisation in India from 1991 to 2008. It analyses the relationship between growth and liberalisation and, in particular, the recent ‘miracle growth rate’ and considers its sustainability in the current Indian economic environment. The book explores and re-evaluates the historical experience of planning in India between 1950 and 1980 as an alternative model of state-led economic development, discusses how far current rapid growth is the result of liberalisation, and how strong the case is for continued liberalisation today. The book is a significant contribution to the growing debate on economic growth and liberalisation, and the broader subject of economic development in India and other developing countries. It will appeal to students, researchers, lecturers and all those interested in South Asia in general and, India, in particular. It is also an essential resource for the study of international political economy and development economics.
