Pursuing Sustainable Urban Development In North Korea

This volume employs an urban lens to provide a critical analysis of the North Korean style of sustainable urban development in the face of severe sanctions and a scarcity of vital resources. With a focus on five major areas—population, economics, architecture, urban planning, and culture—the authors examine the preconditions that led to the emergence of ideas related to urban sustainability, assess and reassess the trends in sustainable development brought about by market forces, and recommend paths for their further intensification. Since this work covers a variety of topics, ranging from geomancy and social control to economic issues and green architecture (both locally and in comparison with European post-socialist cities and South Korea), it will point to lessons that other countries could learn from. This book will be a valuable reference for scholars, researchers, students, and the general public who have a regional interest in North Korea, Korean unification, and East Asia as a whole; and/or a topical interest in urban studies, urban sustainability, and post-socialist urban transformation.

The contributors to this book explore the current situation of North Korea in various aspects and provide policy suggestions for North Korea to become part of the international community and achieve sustainable development. Focusing on three key areas of economic development, namely, international sectors, agriculture and urban development, and energy and environment, this book lays out recommendations and prospects for North Korea. Authors assess the current situation of North Korea, explore preconditions for becoming a member of the international community, and suggest policies necessary for the sustainable development of North Korea. They cover a wide range of areas including reforestation, WTO accession, and the potential for economic integration with South Korea. These evaluations draw on both what is understood about the current situation in North Korea and comparisons with other countries and territories. This book will be a valuable resource for scholars and policy planners who focus on North Korea.

This report examines land-use trends, policies and practices in Korea, in particular in the city of Busan, through the lens of urban regeneration and citizen participation. Land-use planning is critical for the efficient and inclusive management of cities, pursuing sustainable and balanced development and improving quality of life and regional competitiveness.

The potential for reunification of the two Koreas, whether in the short or long term, argues for a comprehensive look at policy and planning issues that encompass the peninsula as a whole. This book deals with spatial policy issues in both South and North Korea in a broad and non-political way. Part one deals with South Korea, examining cultural changes, the capital city of Seoul, Greenbelt policy, the balanced national (regional) development strategy, and the new mega-regional approach. Part two delves into aspects of development in North Korea, such as the limitations of national statistics, the marketization of the economy, integration with the rest of North East Asia, and the need for a spatial infrastructure strategy. Part three examines the case for reunification in the interests of both the South and North. It argues that a transitional approach would be less costly and less risky than sudden reunification primarily via an early strategy of shifting more capital to the North and later by moderating migration flows to the South. The book also examines whether the capital should remain in Seoul or be relocated elsewhere should reunification occur. A detailed examination of the “Korean development model” from its urban dimension, evaluating its sociopolitical contexts and implications for international development cooperation. There is an increasing tendency to use the development experience of Asian countries as a reference point for other countries in the Global South. Korea’s condensed urbanization and industrialization, accompanied by the expansion of new cities and industrial complexes across the country, have become one such model, even if the fruits of such development may not have been equitably shared across geographies and generations. The chapters in this book critically reassess the Korean urban development experience from regional policy to new town development, demonstrating how these policy experiences were deeply rooted in Korea’s socioeconomic environment and discussing what can be learned from them when applying them in other developmental contexts. This book examines international aid in North Korea, in particular the ongoing policy of withholding aid, through the lens of the impact on the general population to present an argument for sustainable development. Focusing on the human rights of North Koreans and presenting a case for the use of aid as a provision for social change, it explores an alternative narrative to the existing long-drawn-out rhetoric of ‘denuclearisation-first’. The book’s scope includes evaluations of the causes of international sanctions and their impact, the Kim regime’s mitigation of sanctions through marketisation and a digital economy as well as barriers to aid monitoring and the reason for the absence of any mass anti-regime movement. It also posits that North Korea is a fragile state but cloaked by the image of a strong regime. The book succinctly demonstrates that the key to unlocking the potential of North Korea’s ‘cloaked society’ does not lie in sanctions, but is to be found in engagement with development aid. As such it will appeal to students of Korean Studies, Development Studies, Asian Politics and International Relations.
