Qualified Autonomy And Federalism Versus Secession In Eu Member States

This volume deals with current secessionist movements in states that are or were members of the European Union (EU). It compares the cases of Scotland, Catalonia, and Flanders, which are anchored in three different political systems. However, all three sub-state regions analysed are or were part of the EU multi-level system, and as such, they are subject to the influence of Europeanization. Their secession efforts are influenced by the European framework – including their own EU membership after a possible secession. The three regions, therefore, have different motivations and probabilities for actual secessions. All case studies in this volume are introduced and outlined with theoretical chapters and examined using consistent guiding questions to ensure comparability between the three cases. The analyses are framed by chapters describing other examples of secession processes past and present, and by texts that ask whether federalism or other solutions (so-called 'third ways') could offer a path beyond secession.

An increasing number of European countries are being faced with demands for greater autonomy or independence from regional groups. The legitimacy of nation states in Europe is thus being called into question not only by the forces of globalization and Europeanization from above, but also by growing pressure to recognize the autonomous or independent status of regional groups from below. From Scotland to Catalonia, from Flanders to South Tyrol, the movements vary in their intensity and demands, yet also have many commonalities. This book constitutes a compilation of papers presented at the international Conference "States Falling Apart? Secessionist and Autonomy Movements in Europe" at the University of Fribourg in 2013 and is a timely addition to the literature on secession, autonomy and federalism. There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

Beyond Autonomy forces readers to rethink the purpose of autonomy as a central organising pillar of federalism asking how modern federalism can be reimagined in the 21st Century.

The fall of communism 25 years ago transformed the political and economic landscape in more than two dozen countries across Europe and Asia.
