Quality In Higher Education As A Tool For Human Development

Whilst many studies have explored how quality in higher education is conceptualised in the Global North, less attention has been paid to quality in higher education in Africa and the Global South. This book uses the human development and capabilities approach to demonstrate how quality in teaching and learning contributes to a range of benefits, such as improved wellbeing, economic outcomes, political engagement, and human capital formation amongst graduates. The book interrogates the various dimensions of quality as well as factors that impact on the realisation of quality in universities and society at large. Recognising that measures of quality are context and stakeholder specific, the book uses the Zimbabwean context as a Global South case study. It evaluates how quality is conceptualised and operationalised in Zimbabwean universities, and how that impacts on teaching and learning policy and practice. The book also demonstrates the need for economic resources for individuals and universities, and emphasises the importance of a social and educational environment conducive to critical learning, and post-university opportunities. This book will be of interest to researchers across Education, African and Development Studies, as well as to policymakers and practitioners with an interest in quality assurance and the promotion of teaching and learning in universities in the Global South.

Although initially utilized in business and industrial environments, quality management systems can be adapted into higher education to assess and improve an institution’s standards. Quality in higher education was not invented in recent decades – universities have always possessed mechanisms for assuring the quality of their work. The rising concern over quality is closely related to the changes in higher education and its social context. Among others, the most conspicuous changes are the massive expansion, diversification and increased cost in higher education, and new mechanisms of accountability initiated by the state. With these changes the traditional internally enacted academic quality-keeping has been given an important external dimension – quality assurance, which requires higher education institutions to continuously demonstrate and improve performance, and which also provides new systems of rewards and sanctions. However, the complex impacts of quality assurance policies have shown a need to further understand the quality issue in higher education.This book is about constructing a more inclusive understanding of quality in higher education through combining the macro, meso and micro levels, i.e. from the perspectives of national policy, higher education institutions as organizations in society, individual teaching staff and students. It covers both theoretical constructions for understanding quality and empirical investigation in the Chinese context. The questions addressed are: How is quality of higher education perceived by the institution, teaching staff and students, respectively? What are the main concerns for the institution, teaching staff and students in their own pursuit of quality? It has been concluded that quality of higher education is not only about educational quality, but also about expanding life chances for the students, prosperity in the administrative system for the teaching staff,and organizational prosperity for the institution. With regard to quality assurance and accountability in higher education special attention should be given to the values pursued and be careful to balance between immediate, single-value efficiency and sustainable development and a wider-range of values that higher education serves.

Quality Assurance is not a new concept in the education sector in general, and higher education in particular, though it is becoming increasingly more relevant and important. Higher education helps to improve an individual's quality of life by enabling them to inflate their knowledge and expertise, to grasp abstract concepts and theories, and to raise their awareness of the world and their community, and as such the assurance of quality is becoming more pivotal in the whole education process. There is no simple definition of the concept of quality in education, though numerous models and theories have been devised. Toward Quality Assurance and Excellence of Higher Education is a new episode of the Quality Assurance perception in higher education, which identifies the quality culture and orientation from the beginning, integrating crucial factors to build a “pyramid” of higher education excellence. The book compares concepts from the main theories of Quality Assurance, management and control when they are applied to educational systems in higher education. The book also presents a new model of excellence in higher education. Excellence is an architecture of building blocks that includes process performance, effectiveness, harmony and collaboration, and these bocks should be incorporated in a quality-oriented concept for sustainable excellence of higher education. The model integrates four main facets: the Educational System, Quality Assurance Managing and Control, Strategic Planning and Globalization. Also presented are international “best-practices” in quality assurance in higher education, from Japan and Finland.

Globally, universities are the subject of public debate and disagreement about their private benefits or public good, and the key policy vehicle for driving human capital development for competitive knowledge economies. Yet what is increasingly lost in the disagreements about who should pay for university education is a more expansive imaginary which risks being lost in reductionist contemporary education policy. This is compounded by the influences on practices of students as consumers, of a university education as a private benefit and not a public good, of human capital outcomes over other graduate qualities, and of unfettered markets in education. Policy reductionism comes from a narrow vision of the activities, products, and objectives of the University and a blinkered vision of what is a knowledge society. Human Development and Capabilities, therefore, imaginatively applies a theoretical framework to universities as institutions and social practices from human development and the capability approach, attempting to show how universities might advance equalities rather than necessarily widen them, and how they can contribute to a sustainable and democratic society. Many countries now employ national evaluation systems to demonstrate publicly that universities provide a quality education. However, the current processes of quality evaluation are often detached from the practices of teaching and learning. In particular, those who teach and those who learn still have to be won over to such audit processes.This book argues that it is time for the higher education sector to concern itself with the human dimension so as to develop both academic professionalism and students’ commitment to their learning. Interest in the quality of higher education provision has been steadily increasing over the last twenty years. Finland, South Korea and the state of North Carolina in the United States are three systems that successfully have harnessed higher education in their economic development initiatives. Common to the success of all these systems is, amongst others, the link between economic and education planning, quality public schooling, high tertiary participation rates with institutional differentiation, labour market demand, cooperation and networks, and consensus about the importance of higher education for development. Linking higher education and economic development: Implications for Africa from three successful systems draws together evidence on the three systems, synthesises the key findings, and distils the implications for African countries. The project on which the book is based forms part of a larger study on Universities and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). HERANA is co-ordinated by the Centre for Higher Education Transformation in South Africa.
