Rebuilding After War

The challenges of post-war recovery from social and political reform to architectural design In the months and years immediately following the First World War, the many (European) countries that had formed its battleground were confronted with daunting challenges. These challenges varied according to the countries' earlier role and degree of involvement in the war but were without exception enormous. The contributors to this book analyse how this was not only a matter of rebuilding ravaged cities and destroyed infrastructure, but also of repairing people’s damaged bodies and upended daily lives, and rethinking and reforming societal, economic and political structures. These processes took place against the backdrop of mass mourning and remembrance, political violence and economic crisis. At the same time, the post-war tabula rasa offered many opportunities for innovation in various areas of society, from social and political reform to architectural design. The wide scope of post-war recovery and revival is reflected in the different sections of this book: rebuild, remember, repair, and reform. It offers insights into post-war revival in Western European countries such as Belgium, France, the United Kingdom, Germany, Portugal, Spain, and Italy, as well as into how their efforts were perceived outside of Europe, for instance in Argentina and the United States.

Post-conflict economic reconstruction is a critical part of the political economy of peacetime and one of the most important challenges in any peace-building or state-building strategy. After wars end, countries must negotiate a multi-pronged transition to peace: Violence must give way to public security; lawlessness, political exclusion, and violation of human rights must give way to the rule of law and participatory government; ethnic, religious, ideological, or class/caste confrontation must give way to national reconciliation; and ravaged and mismanaged war economies must be reconstructed and transformed into functioning market economies that enable people to earn a decent living. Yet, how can these vitally important tasks each be successfully managed? How should we go about rehabilitating basic services and physical and human infrastructure? Which policies and institutions are necessary to reactivate the economy in the short run and ensure sustainable development in the long run? What steps should countries take to bring about national reconciliation and the consolidation of peace? In all of these cases, unless the political objectives of peacetime prevail at all times, peace will be ephemeral, while policies that pursue purely economic objectives can have tragic consequences. This book argues that any strategy for post-conflict economic reconstruction must be based on five premises and examines specific post-conflict reconstruction experiences to identify not only where these premises have been disregarded, but also where policies have worked, and the specific conditions that have influenced their success and failure.

Living with History focuses on a particular aspect of heritage preservation in the twentieth century: destruction and postwar reconstruction in Belgium, France, Germany, Great Britain, and The Netherlands. This book establishes a status quaestionis for the historiography of wartime and postwar preservation, and sets these particular developments in preservation history in the context of the general evolution of architecture and urbanism. The authors investigate the specific role of conservationists and heritage institutions and administrations in the overall reconstruction and examine the part played by architects and planners in heritage preservation.

This publication examines the critical role of employment in post-conflict reconstruction and considers effective practical approaches to help achieve sustainable peace building. It contains papers and country case studies which provide a broad picture of the key issues involved, including the nature of the labour market and other features of the post-conflict situation; the diversity of crisis-affected groups and their specific concerns, such as youth, women, refugees, internally displaced people and ex-combatants; skills training; local economic development; micro-finance; labour intensive infrastructure rebuilding; social protection; the roles of the private sector, co-operatives, workers and employers' associations, labour administration and international organisations.

In 1945 Germany's cities lay in ruins, destroyed by Allied bombers `hat left major architectural monuments badly damaged and much of the housing stock reduced to rubble. At the war's end, observers thought that it would take forty years to rebuild, but by the late 1950s West Germany's cities had risen anew. The housing crisis had been overcome and virtually all important monuments reconstructed, and the cities had reclaimed their characteristic identities. Everywhere there was a mixture of old and new: historic churches and town halls stood alongside new housing and department stores; ancient street layouts were crossed or encircled by wide arteries; old city centers were balanced by garden suburbs laid out according to modern planning principles. In this book, Diefendorf examines the questions raised by this remarkable feat of urban reconstruction. He explains who was primarily responsible, what accounted for the speed of rebuilding, and how priorities were set and decisions acted upon. He argues that in such crucial areas as architectural style, urban planning, historic preservation, and housing policy, the Germans drew upon personnel, ideas, institutions, and practical experiences from the Nazi and pre-Nazi periods. Diefendorf shows how the rebuilding of West Germany's cities after 1945 can only be understood in terms of long-term continuities in urban development.

This book calls for re-conceptualising urban recovery by exploring the intersection of reconstruction and displacement in volatile contexts in the Global South. It explores the spatial, social, artistic, and political conditions that promote urban recovery. Reconstruction and displacement have often been studied independently as two different processes of physical recovery and human migration towards safety and shelter. It is hoped that by intersecting or even bridging reconstruction with displacement we can cross-fertilize and exploit both discourses to reach a greater understanding of the notion of urban recovery as a holistic and multi-layered process. This book brings multidisciplinary perspectives into conversation with each other to look beyond the conflict-related displacement and reconstruction and into the greater processes of crises and recovery. It uses empirical research to examine how trauma, crisis, and recovery overlap, coexist, collide and redefine each other. The core exploration of this edited collection is to understand how the oppositional framing of destruction versus reconstruction and place-making versus displacement can be disrupted; how displacement is spatialized; and how reconstruction is extended to the displaced people rebuilding their lives, environments, and memories in new locations. In the process, displacement is framed as agency, the displaced as social capital, post-conflict urban environments as archives, and reconstructions as socio-spatial practices. With local and international insights from scholars across disciplines, this book will appeal to academics and students of urban studies, architecture, and social sciences, as well as those involved in the process of urban recovery.

Civil war inevitably causes shifts in state boundaries, demographics, systems of rule, and the bases of legitimate authority—many of the markers of national identity. Yet a shared sense of nationhood is as important to political reconciliation as the reconstruction of state institutions and economic security. After Civil War compares reconstruction projects in Bosnia, Cyprus, Finland, Greece, Kosovo, Northern Ireland, the Republic of Ireland, Spain, and Turkey in order to explore how former combatants and their supporters learn to coexist as one nation in the aftermath of ethnopolitical or ideological violence. After Civil War synthesizes research on civil wars, reconstruction, and nationalism to show how national identity is reconstructed over time in different cultural and socioeconomic contexts, in strong nation-states as well as those with a high level of international intervention. Chapters written by anthropologists, historians, political scientists, and sociologists examine the relationships between reconstruction and reconciliation, the development of new party systems after war, and how globalization affects the processes of peacebuilding. After Civil War thus provides a comprehensive, comparative perspective to a wide span of recent political history, showing postconflict articulations of national identity can emerge in the long run within conducive institutional contexts. After the ceasefire, a group of architects and planners from the American University of Beirut formed the Reconstruction Unit to help in the recovery process and in rebuilding the lives of those affected by the 2006 war in Lebanon . Here, a series of case studies documenting the work of the Unit discusses the lessons to be learned from the experiences of Lebanon after the July War, and suggests how those lessons might be applied elsewhere. The cases are diverse in terms of scale, type of intervention, methods, and approaches to the situation on the ground. Critical issues such as community participation, heritage protection, damage assessment and compensation policies, the role of the state, and capacity building are explored and the success and failures assessed.
