Reconfiguring Ethiopia

This book takes stock of political reform in Ethiopia and the transformation of Ethiopian society since the adoption of multi-party politics and ethnic federalism in 1991. Decentralization, attempted democratization via ethno-national representation, and partial economic liberalization have reconfigured Ethiopian society and state in the past two decades. Yet, as the contributors to this volume demonstrate, ‘democracy’ in Ethiopia has not changed the authority structures and the culture of centralist decision-making of the past. The political system is tightly engineered and controlled from top to bottom by the ruling Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF). Navigating between its 1991 announcements to democratise the country and its aversion to power-sharing, the EPRDF has established a de facto one-party state that enjoys considerable international support. This ruling party has embarked upon a technocratic ‘developmental state’ trajectory ostensibly aimed at ‘depoliticizing’ national policy and delegitimizing alternative courses. The contributors analyze the dynamics of authoritarian state-building, political ethnicity, electoral politics and state-society relations that have marked the Ethiopian polity since the downfall of the socialist Derg regime. Chapters on ethnic federalism, 'revolutionary democracy', opposition parties, the press, the judiciary, state-religion, and state-foreign donor relations provide the most comprehensive and thought-provoking review of contemporary Ethiopian national politics to date. This book is based on a special issue of the Journal of Eastern African Studies.

In 2014–15, the Ethiopian government, together with many academics and observers, was surprised by the outbreak of anti-government protests, as large-scale public contestation of the Ethiopian People’s Revolutionary Democratic Front (EPRDF) had been largely absent in the regime’s history. The dominant narrative about the EPRDF regime was that it was a top-down government, using authoritarian methods to ensure the population abided by its visions and directives, and describing its role in paternalistic ways, such as being the protector and guardian of the people. Changing this narrative, Citizens, Civil Society, and Activism under the EPRDF Regime in Ethiopia considers how citizens and civil society expressed their interests and exerted their agency in an authoritarian setting. Focusing on the EPRDF regime over a period of three decades up to 2019, the book explores civic activism in Ethiopia, presenting diverse examples of how citizens have (re)shaped the country. Challenging state-centric readings of state-society relations under EPRDF governance, this collection provides a counternarrative that emphasizes the role and agency of citizens and civil society. The contributing authors draw on a heuristic analytical framework that examines different types of interactions between civil society and state actors (co-optation, co-operation, coexistence, and contestation) and captures the ways in which civil society actors make their voices heard. At a time when authoritarian forms of governance are increasingly prevalent across the world, this critically important collection offers insight into how citizens claim their agency and challenge state power in apparently top-down contexts.

Everyday practices of state building interrogates the question about how to reinstate movement to our conceptualisation of state formation in Africa at a time in which the continent witnesses profound social and political transformations inscribed in increasingly globalised and localised dynamics. The book revisits key theories of the state adopting a detailed empirical approach that studies how state power operates in the everyday. It locates the mutual constitution of state and society in the wide set of scalar processes that articulate how state power structures social life and, simultaneously, creates the conditions of possibility for new openings and social formations. Drawing on five qualitative fieldworks in Ethiopia between 2006 and 2018, the book identify some important challenges that the ruling Ethiopian Peoples' Revolutionary Democratic Front (EPRDF) has encountered in institutionalising power through the developmental state, an ambitious model of state-mediated economic liberalisation intended to fulfil the broader re-organisation of the Ethiopian state along Ethnic Federalism since 1991. The case studies discuss how policies of resettlement, decentralisation, agriculture commercialisation, entrepreneurship, and industrialisation, inscribed dynamics of inclusion and exclusion in both rural and urban areas. Against these profound transformations beneficiaries casted new meanings to land, place, and work along struggles to secure reproduction. Interrogating the notions of scale and performativity, the book revisits dominant approaches that in African studies read state formation along centre-periphery relations, and ascribe cultural interpretations to the work of state power in the everyday, ultimately contributing to important discussions about authoritarianism and ethnonationalism in contemporary Ethiopia. Over the past decade, Ethiopia has had one of the world's fastest growing economies, largely due to its investments in infrastructure, and it is through building dams, roads, and other infrastructure that the Ethiopian state seeks to become a middle-income country by 2025. Yet most urban Ethiopians struggle to meet their daily needs and actively oppose a ruling party that they associate with corruption and mismanagement. In Under Construction Daniel Mains explores the intersection of development and governance by examining the conflicts surrounding the construction of specific infrastructural technologies: asphalt and cobblestone roads, motorcycle taxis, and hydroelectric dams. These projects serve as sites for nation building and the means for the state to assert its legitimacy. The construction process—as well as Ethiopians' experience of living with the disruption of construction zones—reveals the tension and conflict between the promise of progress and the possibility of failure. Mains demonstrates how infrastructures as both ethnographic sites and as a means of theorizing such concepts as progress, development, and the state offer a valuable contrast to accounts of African abjection and decline.
