Reflecting On The Gcc Crisis

In June 2017, Saudi Arabia, the UAE, Bahrain, and Egypt (the quartet) enacted a diplomatic, economic, and physical blockade of Qatar. Gulf politics has always been fractious, but this stunning political gambit took everyone – Qatari leaders, scholars, the international community – entirely by surprise. The quartet assailed Qatar with a litany of charges mostly relating to its support of a motley array of sub-state actors across the Middle East. However, few out with the quartet thought that Qatar’s purported crimes warranted such a unique and all-encompassing punishment. The blockade ended in January 2021 just as it began – out of the blue – without any obvious instigating factors. The puzzle of the Gulf blockade and its myriad impacts are examined in this volume, which benefits from certain distance. It builds upon early analyses to offer a range of crisp, insightful reflections, many based on new primary sources. The chapters take a multidisciplinary and diverse theoretical approach to the crisis. In this way, the blockade is evaluated from multiple novel angles presenting the most rounded analysis of one of the most surprising and impactful events in the contemporary diplomatic history of one of the world’s key strategic crossroads. The book considers the impact of COVID-19 on the GCC member states through the prism of challenges faced by their hydrocarbon sector. Yet, the publication’s discourse is not solely focused on the problems experienced by the oil and gas industries of the GCC member states after the beginning of the COVID pandemic. Instead, the contributors will analyze how these challenges and subsequent response to them affected other aspects of the GCC socio-economic and political development, from direct impact of the COVID on the energy sector of the GCC to socio-economic consequences of the oil market crisis for the region and its potential fallouts for the international relations of the Gulf.

Far from being just economic programmes, the Visions are broad national transformation platforms displaying also a security dimension, and with many security implications. New cities and industrial poles, infrastructures, mega events and tourism raise unprecedented security risks, at which the GCC states are answering through a combination of economic-oriented foreign policy, multipolar international alliances, and ambitions towards “defense autonomisation”. What are the Visions' security dimensions and implications, and how does the post-oil path affect and reshape foreign policies?This Report analyses how GCC states are adapting deterrence and defence tools to the connectivity age, navigating a troubled neighbourhood of both conventional and asymmetric threats. In a central but more vulnerable Gulf, how may the EU and NATO accommodate transformations in GCC states’ defense policies, postures, and means, to support their own security?

In 2017, Saudi Arabia, Bahrain, the UAE and Egypt severed diplomatic ties with Qatar, launching an economic blockade by land, air and sea. The self-proclaimed 'Anti-Terror Quartet' offered maximalist demands: thirteen 'conditions' recalling Austria-Hungary's 1914 ultimatum to Serbia. They may even have intended military action. Well into its second year, the standoff in the Gulf has no realistic end in sight. With the Bahraini and Emirati criminalisation of expressing support for Qatar, and the Saudi labelling of detainees as 'traitors' for their alleged Qatari links, bitterness has been stoked between deeply interconnected peoples. The adviser to the Saudi crown prince advocating a moat to physically separate Qatar from the Arabian Peninsula illustrates the ongoing intensity--and irrationality--of the crisis. Most reporting and analysis of these developments has focused on questions of regional geopolitics, and framed the standoff in terms of its impact on (largely) Western interests. Lost in this thicket of commentary is consideration of how the Qatari leadership and population have responded to the blockade. As the 2022 FIFA World Cup draws closer, the ongoing Qatar crisis becomes increasingly important to understand. This book delves into the economic development of the six Gulf Cooperation Council (GCC) countries. Since the 1960s, the GCC states have harnessed their potential to exploit the wealth accrued from the oil boom to build their infrastructure and grow their economies. However, the high level of dependency on oil as the primary source feeding their output made their economies volatile and vulnerable to fluctuations in the global oil prices. Moreover, the plunge in oil prices and the threat of depletion of this natural resource pose serious challenges to the GCC countries. Consequently, the GCC governments have realized the importance of diversifying their economies following the need to move away from reliance on hydrocarbon. This book contributes to the theoretical literature by enriching the debate on the transition of the GCC countries from rentier states to diversified economies. It helps students and scholars understand this transformation with an expansive comprehension of the contemporary challenges facing the region, as well as outlining prospects for the future.
