Regional Accountability

This report from the Select Committee on Modernisation of the House of Commons (HCP 282, session 2007-08, ISBN 9780215521675), focuses on regional accountability. The Governance of Britain Green Paper (Cm. 7170, ISBN 9780101717021) put forward proposals for improved democractic accountability and scrutiny of the delivery of public services in the English regions. The Committee, in this report, has concluded that there is clear evidence of an accountability gap at regional level. Regional Development Agencies (RDAs), although accountable to ministers, still conduct many activities that are not subject to a regular, robust scrutiny, and the Committee believes more should be done to monitor the delivery of services. With this in mind, the Committee recommends the establishment of a system of regional select committees, with one select committee for each of the administrative regions in England, with the exception of London. Further, the Committee recommends that up to two regional grand committee meeting should take place in each session for each of the 8 regions. To avoid an adverse impact on House Members' other commitments, membership of regional committees should consist of 10 Members in total. This report therefore sets out a desirability of establishing new structures within the House of Commons to improve regional accountability and Parliamentary scrutiny.

This book discusses the major issues currently affecting the accountability of executive power in Europe. The work is divided into three parts. The first examines the territorial dimension including unitary, regional and federal. It discusses how territorial actors participate in strengthening or weakening the implementation of accountability of executive power in modern democratic States. Historically Africa has suffered from numerous conflicts which are typically addressed through international criminal law mechanisms and courts, but the need for a broader approach is both evident and demanded. This book pulls together the debates originating from the conference “Criminal Justice and Accountability in Africa: National and Regional Developments” and highlights the different approaches and mechanisms used to date and what can be taken from them to advance justice and accountability across the African continent.

This book shows the growing phenomenon and the broad impact of socio-environmental conflicts in the grassroots communities—farmers, fishermen and urban poor—in Indonesia, as the effects of government’s development strategies based on neoliberal and New Public Management (NPM) views without a clear accountability system or socio-environmental accountability practices and reports are becoming apparent. Inspired by the emancipatory socio-environmental accounting discourse, which focuses on the socio-local context in developing alternative models of accountability based on local views and people's aspirations, this book uses research methodology based on the principles put forth by Indonesian national hero and critical scholar Tan Malaka to develop a framework of integrated accountability for the local government. This book fills the present gap in English publications that analyse the intents and outcomes of the public management reforms in Indonesia with regard to socio-environmental issues, as a basis for further research at the international level as well as policymaking in Indonesia. As the Indonesian government has recently undertaken key structural and accounting reforms in the public sector, this book is a timely and valuable read for graduate students, researchers,- and policymakers.

How can the seeds of accountability ever grow in authoritarian environments? This book explores the how civil society "thickens" by comparing two decades of rural citizens' struggles to hold the Mexican state accountable, exploring both change and continuity before, during and after national electoral turning points.

In Canada, the quality of municipal democracy has been questioned due to three crucial factors. First, voter turnout tends to be significantly lower for municipal elections than it is for other levels of government. Second, the re-election rate of incumbent candidates is higher compared to provincial, territorial, and federal elections.
