Regional Development In Central And Eastern Europe

This book provides an up-to-date assessment of the main processes and dilemmas of regional development and regional policy in the newer European Union Member States in Central and Eastern Europe and neighbouring countries. It highlights the difficulties of balancing the demands within the new Member States for rapid regional growth and development with, firstly, the demands of the European Union overall that restructuring and development should conform to the aims and principles of EU common policies; and, secondly, with budgetary constraints. The book covers a wide range of issues, including global and national challenges to regional convergence and cohesion; regional dynamics, city networks and border issues; the effectiveness of policy responses at national and European levels, including an assessment of policy experiences from outside the new Member States; and likely future developments.

Twenty-five years into transformation, Central and Eastern European regions have undergone substantial socio-economic restructuring, integrating into European and global networks and producing new patterns of regional differentiation and development. Yet post-socialist modernisation has not been without its contradictions, manifesting in increasing social and territorial inequalities. Recent studies also suggest there are apparent limits to post-socialist growth models, accompanying a new set of challenges within an increasingly uncertain world. Problems of Economic Transition consists of papers presented at a colloquium held in April 1991 by experts in various aspects of regional development from 10 countries of Europe (Eastern and Western), USA and Canada. Across Europe there is a rapidly changing context for undertaking regional development. In the 20th century, development of the former planned economies (Bulgaria, Czech Republic, Hungary, Poland, Romania and Slovakia), was defined by these countries differences, rather than their common ideological roots. These disparities altered over time and were marked by changing social structures. However, the ranking of regions has remained the same as core areas have strengthened their positions while the structural obstacles to the modernisation of peripheral areas have remained due to a lack of coherent regional policy. This book examines the specific regional development paths of Central and Eastern European countries and evaluates the effects of the determining factors of this process. Through analysis of the system of objectives, instruments and institutions used in different eras, and case studies of Hungary, East Germany and Germany, development models are established and compared with Western European patterns. The book summarises the experiences of Central and Eastern European regional cooperation and examines the basic nature of the cohesion problems of the Carpathian Basin trans-national macro region. It confirms by comparative historical analyses that the transformation was indeed unique. This book offers a comprehensive overview of contemporary issues of regional development. It places particular emphasis on its socio-economic and socio-political determinants which accompany the problem of existing and ever-widening differences in the level of regional development in various parts of Europe. In order to diagnose the scale of those differences and to indicate the main forces behind the divergence of development, the authors propose an original systematisation of regional development factors, drawing attention to the need to consider them within the framework of present-day socio-economic megatrends. The proposed approach to the development factors is also used for the author's operationalisation of the concept of territorial capital, which is at the centre of regional place-based policy. The wide spatial aspect of the analysis (national and local) and its extensive temporal scope (2004-2019) yields unique results and creates an important element of added value for this book, which shows the regularities of the process of regional development in Europe at three spatial levels - pan-European, national and intra-regional. Furthermore, it indicates the challenges faced by regionalists who attempt to carry out research on different territorial levels with a diverse number of units (205 EU regions, 16 Polish voivodeships, 2,478 Polish local units) and extended observation periods (2004-2017). The solutions proposed by the authors, who show the potential of overcoming the barriers resulting from limited access to complete and comparable statistical data series, should be inspiring for many researchers. The unique results of direct research carried out on a large sample of respondents and entrepreneurs via diverse field research techniques constitute a valuable source of information on local conditions that impact contemporary development processes in less developed regions. Their value is even greater because they were carried out in a unique laboratory created by the authors for testing the regularity of formation and impact of socio-economic development factors in various locally determined conditions of this process. It consists of purposefully selected test units (LAU2). Located in a less developed region, they represent all growth types and functional test units identified in the course of the research. Consequently, the results obtained may be generalised and applied to other areas showing similar features of territorial capital. The monograph is addressed primarily to a wide group of regionalists connected with economic and social sciences as well as to practitioners involved in the implementation of development policies at various levels.

"Regional economic development is an interest of policymakers throughout the Europe and Central Asia (ECA) region. One of its principal aims is to reduce poverty in lagging regions by stimulating local economic growth. However, problems exist with this approach. First, it may miss the target. Although geographical concentrations of poverty exist, poor people also live in regions that are - on average - rich. Second, the sources of the problem may be misdiagnosed. Poverty is not only related to where people are, but to who people are. In ECA, poverty is associated with low levels of education and people who are too young or too old to participate in the labor force. Under these circumstances, efforts to bring higher wage employment opportunities to poor regions may have little immediate benefit for the people who live there. Third, relying on regional economic development to address poverty in lagging regions ignores the potential role of migration. The emigration of labor, rather than the immigration of capital, may be a more effective means of reducing the poverty of individuals in lagging regions, though this is unlikely to eliminate pockets of poverty quickly. Development opportunities may exist in poor regions that markets have overlooked. Interventions must be assessed carefully. Some of the traditional instruments used to stimulate regional economic growth have mixed track records. Comprehensive, custom-tailored approaches appear to be a promising alternative. However, governments should be modest in using regional development as a tool of poverty reduction. Policies aimed at stimulating growth in poor regions should be complemented by more direct anti-poverty measures, including targeted transfers and investments in education, and efforts to remove barriers to emigration."--World Bank website.
