A monarch is usually born, a member of parliament or a president is usually elected, but a regional leader in China is usually orchestrated to replace his or her predecessor through an opaque process and for reasons not normally made public. The professional trajectories of Chinese regional leaders are mysterious in many ways. Their promotions and demotions can be "predictable" in terms of their age, gender, nationality, education, factions, and previous engagements in the political system. Yet, speaking of their capability, performance, opportunities and arrangements, their future can also be "unexpected". Such arrangements are always originated from the Organization (zuzhi) which represents the Chinese Communist Party. What are the factors the organization considers in order to make its final decisions on nominating and appointing a regional leader? Today’s regional leaders of China will very likely become the central leaders of China in the future. By making an empirical analysis of Chinese regional leaders’ political mobility, Qiao establishes a descriptive political mobility model that reveals leadership trajectories in Chinese politics.

In this timely Handbook, people emerge at the centre of city and regional development debates from the perspective of leadership. It explores individuals and communities, not only as units that underpin aggregate measures or elements within systems, but as deliberative actors with ambitions, desires, strategies and objectives.

We assume that the ideas, interests and strategies of regional powers are highly significant variables, with the power to influence foreign policy. Yet while comparative research projects involving OECD-countries are fairly common, comparative research integrating developing regions is still rare, despite the fact that these countries are among the key actors of the twenty-first century. No dictator can effectively govern a nation on his own. This was certainly the case with Adolf Hitler, who had little time for or interest in the day-to-day regional administration of the Nazi Party. For that purpose, he appointed his most loyal, charismatic, and brutal subordinates: The Little Hitlers , officially known as Gauleiters. In this third volume of a series begun in 2012, Michael Miller and Andreas Schulz present, in meticulous detail, the lives, careers, and crimes of 37 such men. Included are several whose wartime career paths took them outside of their home provinces and led to widespread oppression and terror outside the borders of the Reich. Among these were Fritz Sauckel, who presided over the roundup of millions for slave labor in the Reich, Josef Terboven who oppressed the people of Norway with uncompromising brutality for five years, and Gustav Simon who ruthlessly Germanized Luxembourg. Perhaps most notorious of all was Julius Streicher, whose virulent attacks- in writing and at the podium- made him the unofficial face of anti-Semitism in Nazi Germany.

Diversity initiatives are falling short. This book shows, first of all, that leadership plays a crucial role in reinventing regions and branching out from an old path to something new in order to create more balanced and sustainable regional development. Second, it maintains that leadership is not a solo but a multi-agent and -level activity and that it needs to be discussed and studied as such. Third, as the book argues, leadership is shaped differently in various institutional and cultural contexts and on different scales. This book explores the ways leadership plays our in regional development context contributing to economically, socially and ecologically balanced sustainable future.

Many authors have alluded to the unique nature of Russia’s dual transition and its difficult task of simultaneously reforming its economy and polity. But there is in fact a third transition still far from completed that is of no less importance, the need to reconfigure central-regional relations and to create a stable and viable form of federalism. There are vast economic, demographic and political variations across the Russian federation. Therefore an understanding of regions, and the causes and consequences of cross-regional diversity, is a vitally important dimension of Russian politics that should not be overlooked. It is only by studying regional level politics that we can gain a full understanding of the complexities of Russia’s protracted transition. This edited volume examines regional politics and centre-regional relations over the period 2000-2010, including the most recent developments which have taken place under the new dual leadership of Medvedev and Putin. All eight chapters have been written by leading experts in the field of Russian politics. In addition to chapters on regional elections, parties, regional governors and local politics, there are three chapters devoted to the important developments which are currently taking place in the Caucasus. This book was published as a special issue of Europe-Asia Studies.
