'Due to their economic characteristics and also to their consequences on many aspects of collective life, information networks have always been at the edge of regulatory innovations and at the center of policy debates. The contributors of this volume combine long term visions of the factors determining regulatory policies with up-to-date analyses of technicalities to be dealt with, to provide the reader with an extended understanding of the issues and constraints shaping the future of digital networks.' Eric Brousseau, Université Paris-Dauphine, France and the European University Institute, Italy Digital markets worldwide are in rapid flux. The Internet and World Wide Web have traditionally evolved in a largely deregulated environment, but recently governments have shown great interest in this rapidly developing sector and are imposing regulations for a variety of reasons that are changing the shape of these industries. This book explores why the industrial organization of broadband ISPs, Internet backbone providers and content/application providers are in such turmoil. The expert contributors straddle the turbulent past of the telecoms sector and also contribute to its exciting though unpredictable future via positive analysis of past communications policies, which is then utilized to deduce lessons to guide future policy making decisions. It is illustrated that broadband ISPs no longer simply provide a conduit for service delivery; they are also involved in producing content and transaction services themselves, in competition with content and delivery providers. The blurring of the traditional lines between these three sectors, as each enters into the others' markets, is highlighted. The conclusion is that we are witnessing the emergence of powerful, competing platforms, linked in complex ways that challenge traditional economic analyses. Exploring governance issues, regulation and investment, next-generation service markets and wireless communication, this book will prove a fascinating and illuminating read for scholars, researchers, post-graduate students and policymakers with an interest in ICT, technology and innovation, economics and industrial organization.

Providing performance guarantees is one of the most important issues for future telecommunication networks. This book describes theoretical developments in performance guarantees for telecommunication networks from the last decade. Written for the benefit of graduate students and scientists interested in telecommunications-network performance this book consists of two parts. The first introduces the recently-developed filtering theory for providing deterministic (hard) guarantees, such as bounded delay and queue length. The filtering theory is developed under the min-plus algebra, where one replaces the usual addition with the min operator and the usual multiplication with the addition operator. As in the classical linear system theory, the filtering theory treats an arrival process (or a departure process ) as a signal and a network element as a system. Network elements, including traffic regulators and servers, can be modelled as linear filters under the min-plus algebra, and they can be joined by concatenation, "filter bank summation", and feedback to form a composite network element. The problem of providing deterministic guarantees is equivalent to finding the impulse response of composite network elements. This section contains material on: - (s, r)-calculus - Filtering theory for deterministic traffic regulation, service guarantees and networks with variable-length packets - Traffic specification - Networks with multiple inputs and outputs - Constrained traffic regulation The second part of the book addresses stochastic (soft) guarantees, focusing mainly on tail distributions of queue lengths and packet loss probabilities and contains material on: - (s(q), r(q))-calculus and q-envelope rates - The large deviation principle - The theory of effective bandwidth The mathematical theory for stochastic guarantees is the theory of effective bandwidth. Based on the large deviation principle, the theory of effective bandwidth provides approximations for the bandwidths required to meet stochastic guarantees for both short-range dependent inputs and long-range dependent inputs.

The papers comprising Vol. I and Vol. II were prepared for and presented at the International Conference on Information Networking 2002 (ICOIN 2002), which was held from January 30 to February 1, 2002 at Cheju Island, Korea. It was organized by the KISS (Korean Information Science Society) SIGIN in Korea, IPSJ SIG DPE (Distributed Processing Systems) in Japan, the ITRI (Industrial Technology Research Institute), and National Taiwan University in Taiwan. The papers were selected through two steps, refereeing and presentation review. We selected for the theme of the conference the motto “One World of Information Networking”. We did this because we believe that networking will transform the world into one zone, in spite of different ages, countries and societies. Networking is in the main stream of everyday life and affects directly millions of people around the world. We are in an era of tremendous excitement for professionals working in many aspects of the converging networking, information retailing, entertainment, and publishing companies. Ubiquitous communication and computing technologies are changing the world. Online communities, e commerce, e service, and distance learning are a few of the consequences of these technologies, and advanced networking will develop new applications and technologies with global impact. The goal is the creation of a world wide distributed computing system that connects people and appliances through wireless and high bandwidth wired channels with a backbone of computers that serve as databases and object servers. Thus, Vol.

Few would doubt the potential of information technology to connect individuals, firms and organisations. Whether this will actually lead to the integration of markets and societies is a different issue. The articles collected in this book shed light on crucial considerations for the success of global communication networks. These include frameworks for regulation, inclusion of customers in defining product and service strategies, access to advanced technology and networks for all groups, and more.
