In recent years the regulatory topics have shifted towards areas like pricing and service quality. In this paper these recent trends in policies are introduced and discussed.

The mobile telecommunication industry has been one of the fastest growing industries in the global economy since the late 1990s. As the first country to offer commercial Code Division Multiple Access (CDMA) cellular service in the world, Korea was able to jump right into the digital mobile markets, enhancing its status as a leading manufacturer of mobile equipment. While the growth of the telecom industry occurred with the emergence of worldwide market-oriented regulatory reform and liberalization in telecommunications, the state-market relationship in Korea evolved from state monopoly toward “centralized governance” and later toward “flexible governance,” which is substantially different from “liberal governance” of the US. This book examines the uniqueness of Korean regulatory reforms of the mobile telecommunication sector, and argues that the market-oriented regulatory reform and liberalization should be explained by focusing on the interactions among the state, the private sector, and international political economic environment. It will appeal to scholars and policy-makers alike concerned with market regulation, Asian development and political economy.

The telecommunications industry has experienced dynamic changes over the past several years, and those exciting events and developments are reflected in the chapters of this volume. The Telecommunications Policy Research Conference (TPRC) holds an unrivaled place at the center of national public policy discourse on issues in communications and information. TPRC is one of the few places where multidisciplinary discussions take place as the norm. The papers collected here represent the current state of research in telecommunication policy, and are organized around four topics: competition, regulation, universal service, and convergence. This text provides a study of the International Telecommunications Union, one of the UN's specialized agencies, from a political economy perspective. The author argues that global ownership and control of information and communication technologies is one of the foremost strategic issues faced by government and industrial interests. She suggests that the ITU (International Telecommunications Union) has a crucial role to play as a UN specialized agency, but has been largely ignored in the international relations literature. Lee concludes that existing theories of international organisation are both descriptively and conceptually inadequate and unable to explain recent developments in the evolution of the UN specialised agencies.

In February 1997, 69 countries accounting for 95 percent of world telecommunications traffic agreed to open their basic telecommunications service markets. In April 1997, 28 countries accounting for 80 percent of world trade in information technology (IT) goods agreed to eliminate tariffs on IT goods by January 2000. These two agreements represent significant steps toward global telecommunication liberalization. The agreements also mark the beginning of new battles that will determine the extent of competition and reform in the telecommunications industry in the 21st century. Although implementation of the two pacts will be phased in over several years, some signatory countries are already facing a backlash from local telecommunications companies and equipment suppliers. Hence the issue remains highly contentious around the world. In this volume, leading scholars from different countries offer their assessments of the two new agreements.
