Relevance Of Asian Development Experiences To African Problems

Title first publishedin 2003. This comprehensive book focuses on the prevailing conditions in Asia and Africa under various macroeconomic and sectoral themes in order to provide in depth explanations for the divergent development experiences of the two regions. Seeking to go further than the simple comparison of policies, the book carefully examines the institutional context for policy implementation within which growth and development have proceeded in the regions.

This reissue of Sandar Panikkar’s 1959 book is based upon a series of lectures given at the Institut d’Etude de Development Economique et Social, which spotlights the problems faced by the multitude of African and Asian states which achieved independence between 1945 and 1957. From Asia, the author discusses the plight of India, Pakistan, Burma, Indonesia, Ceylon, Vietnam, Cambodia, laos, Syria and Lebanon whilst in Africa he assesses the independence of the Sudan, Tunisia, Morroco and Ghana. The problems faced by these countries have many similarities, not least the need to develop systems of political organisation, administrative services necessary for a modern government and the need to completely reorganise their economy.

Divides into 4 parts: East Asian development experience and its applicability ; present conditions and challenges of Latin American development ; the applicability of the East Asian development experience to African countries ; and economic system and the role of government.

Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

This publication considers the different economic experiences of countries in Southeast Asia and sub-Saharan Africa, in terms of policy, institutional and structural aspects, divergence in economic growth and performance levels, and the extent of their integration into the global economy. Chapters discuss a variety of issues including the dynamics of globalisation, local entrepreneurship, exports, foreign direct investment, management of financial flows, foreign aid, debt and development.

In 1960, the GDP per capita of Southeast Asian countries was nearly half of that of Africa. By 1986 the gap had closed and today the trend is reversed, with more than half of the world's poorest now living in sub Saharan Africa. Why has Asia developed while Africa lagged? The Asian Aspiration chronicles the stories of explosive growth and changing fortunes: the leaders, events and policy choices that lifted a billion people out of abject poverty within a single generation, the largest such shift in human history. The relevance of Asia's example comes as Africa is facing a population boom, which can either lead to crisis or prosperity, and as Asia is again transforming, this time out of low-cost manufacturing into hi-tech, leaving a void that is Africa's for the taking. Far from the optimistic determinism of Africa Rising, this book calls for unprecedented pragmatism in the pursuit of African success.
