Conflict over cultural heritage has increasingly become a standard part of war. Today, systematic exploitation, manipulation, attacks, and destruction of cultural heritage by state and non-state actors form part of most violent conflicts across the world. Such acts are often intentional and based on well-planned strategies for inflicting harm on groups of people and communities. With this increasing awareness of the role cultural heritage plays in war, scholars and practitioners have progressed from seeing conflict-related destruction of cultural heritage as a cultural tragedy to understanding it as a vital national security issue. There is also a shift from the desire to protect cultural property for its own sake to viewing its protection as connected to broader agendas of peace and security. Concerns about cultural heritage have thus migrated beyond the cultural sphere to worries about the protection of civilians, the financing of terrorism, societal resilience, post-conflict reconciliation, hybrid warfare, and the geopolitics of territorial conflicts. This volume seeks to deepen public understanding of the evolving nexus between cultural heritage and security in the twenty-first century. Drawing on a variety of disciplines and perspectives, the chapters in this volume examine a complex set of relationships between the deliberate destruction and misuse of cultural heritage in times of conflict, on the one hand, and basic societal values, legal principles, and national security, on the other.

The uneasy relationship between the arts, US art museums, and the federal government has not been thoroughly explored by scholars. This book focuses on the development of “national diplomacy exhibitions” during World War II and the early Cold War and explains how the War provided the government with an impetus to create a national arts policy. It discusses how national diplomacy exhibitions on US soil were deployed as persuasive tools to influence public opinion, to reconcile discrepancies between high art and democracy, and to resolve America’s lagging art status and difficulties with “the foreign.” The type of soft diplomacy that art museums provide by initiating national diplomacy exhibitions has not received emphasis in the scholarly community and art museums have essentially been ignored in cultural studies of the early Cold War. Scholarly analysis of museum exhibitions in the last quarter of the 20th century is now a popular topic, but investigations of exhibitions between 1939-1960 have been thin. By scrutinizing major exhibitions during those formative years this book takes a new perspective and examines the foundational development of the so-called “blockbuster” exhibition stimulated by World War II. The book will interest readers in visual studies, history, museums, cultural affairs, government, and international diplomacy.

From Lawrence of Arabia to the Monuments Men to the contributors within this volume, academic scholars have found themselves engaged in conflict areas, in topics involving conflict, and in unlikely partnerships with military professionals. Motives and methods have varied dramatically over the years, but the over-riding theme of this volume is stewardship. In each case, an author has encountered a situation where their expertise has offered the potential to help save archaeological properties, historical structures, and sacred places - or has documented the process. Drawing on major contributions from seven armed forces, amongst others, this book aims to set out the obligations to protect cultural heritage under international Conventions; provide a series of case studies of current military practice; and outline the current efforts to enhance this. This book investigates the role of cultural heritage as a constitutive dimension of different civilizing missions from the colonial era to the present. It includes case studies of the Habsburg Empire and German colonialism in Africa, Asian case studies of (post)colonial India and the Dutch East Indies/Indonesia, China and French Indochina, and a special discussion on 20th-century Cambodia and the temples of Angkor. The themes examined range from architectural and intellectual history to historic preservation and restoration. Taken together, they offer an overview of historical processes spanning two centuries of institutional practices, wherein the concept of cultural heritage was appropriated both by political regimes and for UNESCO World Heritage agendas.
