This annual report prepared by The Board provides a comprehensive account of the global drug situation, analyses trends in drug abuse and drug trafficking and suggests necessary remedial action. Divided into four parts, it covers the following topics: drugs and corruption, functioning of the international drug control system, analysis of the world situation and finally, a set of recommendations to governments, the United Nations and other relevant international and regional organizations. A set of Annexes follows.

The International Narcotics Control Board (INCB) is the independent and quasi-judicial monitoring body for the implementation of the United Nations international drug control conventions. The INCB annual report serves as a “stock-taking” of achievements made, challenges faced and additional e𒣿orts required.

The report contains an analysis of the drug control situation worldwide so that Governments are kept aware of existing and potential situations that may endanger the objectives of the international drug control treaties. Divided into four parts, it covers the following topics: drugs and corruption, functioning of the international drug control system, analysis of the world situation and finally, a set of recommendations to Governments, the United Nations and other relevant international and regional organisations. This technical publication on Narcotic Drugs contains information about the licit movement of the internationally controlled narcotic drugs included in the Schedules of the 1961 Single Convention on Narcotic Drugs. This includes information on cultivation of opiate raw materials, on the extraction of alkaloids from opium, poppy straw and concentrate of poppy straw; on the manufacture of consumption, utilization and stocks of opiates and opioids; and international global trade in narcotic drugs as well as in individual countries/territories. The publication also contains the estimated requirements of narcotic drugs for each country and territory. Cette affirmation fondamentale est suivie par la reconnaissance de l'usage médical des stupéfiants et de leur rôle indispensable dans le soulagement de la douleur, ce dont les pays ont besoin pour assurer la disponibilité et prendre des dispositions adéquates. Ces principes ont été réaffirmés dans la Convention sur les substances psychotropes de 1971, dans laquelle il a été ajouté que, s'il était nécessaire de limiter l'utilisation de substances contrôlées à des fins légitimes, leur disponibilité n'aurait pas dû être restreinte indûment. Près de soixante ans après cette proclamation officielle, l'objectif de garantie de la disponibilité n'est toujours pas atteint dans de nombreux pays où des personnes souffrent encore ou meurent de douleur ou n'ont pas accès aux médicaments dont elles ont besoin. Le déséquilibre dans la disponibilité des analgésiques opioïdes est particulièrement préoccupant, car les données montrent que de nombreuses affections nécessitant une prise en charge de la douleur, notamment le cancer, prévalent et augmentent dans les pays à revenu faible et intermédiaire. Esta afirmación fundamental es seguida por el reconocimiento del uso médico de los estupefacientes y su papel indispensable en el alivio del dolor para el cual los países necesitan asegurar la disponibilidad y proporcionar la provisión adecuada. Estos principios se reafirmaron en el Convenio sobre Sustancias Psicotrópicas de 1971 en el que se agregó que, si bien era necesario restringir el uso de sustancias controladas a fines legítimos, su disponibilidad no debería haberse restringido indebidamente. Después de casi sesenta años desde la proclamación oficial, el objetivo de asegurar la disponibilidad aún es difícil de alcanzar en muchos países donde las personas aún sufren o mueren de dolor o no tienen acceso a los medicamentos que necesitan. El desequilibrio en la disponibilidad de analgésicos opioides es particularmente preocupante, ya que los datos muestran que muchas de las afecciones que requieren manejo del dolor, en particular el cáncer, son prevalentes y aumentan en los países de ingresos bajos y medios.

As in previous reports, the 2021 World Drug Report (WDR) aims to improve the understanding of the world’s drug problem and to contribute towards fostering greater international cooperation for countering its impact on health, governance and security. Also, to the extent possible, the WDR contributes to the monitoring and reporting of SDGs. This edition includes an updated overview of recent trends on production, trafficking and consumption for non-medical purposes of key controlled substances. It further maintains a global overview of the baseline data and estimates on drug demand and supply and provides an analysis of the market for the different drugs.

The 12th volume of International Development Policy explores the relationship between international drug policy and development goals, both current and within a historical perspective. Contributions address the drugs and development nexus from a range of critical viewpoints, highlighting gaps and contradictions, as well as exploring strategies and opportunities for enhanced linkages between drug control and development programming. Criminalisation and coercive law enforcement-based responses in international and national level drug control are shown to undermine peace, security and development objectives. This annual report from the International Narcotics Control Board gives an extensive analysis of illicit drug abuse and the efforts to control it at the national and international level. The 2004 report contains chapters on the following topics: the interaction between supply and demand of illicit drugs and the need for integrated reduction strategies; the operation of the international drug control system, including the national drug control strategy adopted by Afghanistan; and a review of the world and regional situation in terms of treaty adherence, national policies and regional co-operation, cultivation, production, trafficking and abuse.
