Report Of The Panel Of Eminent Experts On Ethics In Food And Agriculture

The independent Panel of Eminent Experts on Ethics in Food and Agriculture was established by the Director-General of FAO to advise the Organization and raise public awareness of ethical considerations associated with such vital issues as food security for present and future generations and sustainable management of the earth's limited resources. In this first report, the Panel addresses the major issues and challenges facing humanity today, including the need for an equitable, ethical food and agriculture system and enabling conditions to maximize the potential while minimizing the risks of modern biotechnologies. The views expressed--some of which may be controversial--and the conclusions reached are those of the independent Panel and are not necessarily shared by FAO or its member countries. Nevertheless, the points raised should stimulate an informed and rational debate that furthers our understanding of ethical questions concerning food and agriculture and facilitates their full consideration by decision-makers at all levels.

The independent Panel of Eminent Experts on Ethics in Food and Agriculture was established by the Director-General of FAO to advise the Organization and raise public awareness of ethical considerations associated with such vital issues as food security for present and future generations and sustainable management of the earth's limited resources. The Panel's contribution both to the work of FAO and to the broader international discussion is highly significant at a time when major developments in food and agriculture - including accelerating technological advances, changes in the resource base and evolving economic and market mechanisms - have brought to the fore a variety of ethical questions. At its third session, the Panel reiterated the basic ethical concerns and responsibilities set out in its second report and emphasized the increasing need for ethical considerations in the decision-making process regarding food and agriculture at both the national and international levels.

In this second report, the Panel addresses six main themes: ethical aspects of the global emergency of hunger; ethical limits and challenges in the intensification of agriculture; ethics and economic globalisation; sharing the benefits of biotechnological advances; TRIPS (Agreement on Trade-related Aspects of Intellectual Property Rights), UPOV (International Union for the Protection of New Varieties of Plants) and farmers' rights; Genetically modified organisms (GMOs) and ethics in decision making.

As with any rapid technological development, the biotechnology revolution is putting great strains on the ability of law to adapt to new challenges and threats. Although there is general agreement on the need to regulate biotechnology in many different fields of human activity (agriculture, life sciences, forensic science) domestic law remains deeply divided over the best approach to take. This book is the first attempt at covering the most pressing legal issues raised by the impact of biotechnologies on different categories of international norms. Through the contribution of a selected group of international scholars and experts from international organizations, the book addresses 1) the international status of genetic resources, both in areas of national jurisdiction and in common spaces such as the international sea bed area and Antarctica; 2) the relevance of environmental principles in the governance of modern biotechnologies; 3) the impact of biotechnologies on trade rules, including intellectual property law; 4) the human rights implications, especially in the field of human genetics; and 5) the intersection between general international law and regional systems, especially those developed in Europe and Latin America. The overall objective of the book is to provide an up-to-date picture of international law as it stands today and to stimulate critical reflection and further research on the solutions that will be required in years to come.

The Ethics of Agricultural Intensification: An Interdisciplinary and International Conversation Paul B. Thompson and John Otieno Ouko* Global agriculture faces a number of challenges as the world approaches the second decade of the third millennium. Predictions unilaterally indicate dramatic increases in world population between 2010 and 2030, and a trend in developing countries toward greater consumption of animal products could multiply the need for prod- tion of basic grains even further. Although global food production in 2000 was estimated to be adequate for the existing population, hunger and malnutrition are persistent problems that have led decision makers to recognize that increasing food production in specific regions may be the most effective way to address food se- rity for impoverished peoples. At the same time, there will need to be policy adju- ments that improve poor people’s access to current food supplies without simultaneously undercutting the ability of local producers to obtain needed cash income. What is more, the uncertain effects of global climate change on agricultural ecosystems complicate planning for this process, while poorly understood processes of globa- zation create additional unknowns from the side of social systems. In short, despite surpluses in many parts of the developed world, finding ways to increase food p- duction on both selected regional and a total global basis remains a priority for many farmers, policy makers and agricultural researchers.

The introduction of new technologies can be controversial, especially when they create ethical tensions as well as winners and losers among stakeholders and interest groups. While ethical tensions resulting from the genetic modification of crops and plants and their supportive gene technologies have been apparent for decades, persistent challenges remain. This book explores the contemporary nature, type, extent and implications of ethical tensions resulting from agricultural biotechnology specifically and technology generally. There are four main arenas of ethical tensions: public opinion, policy and regulation, technology as solutions to problems, and older versus new technologies. Contributions focus on one or more of these arenas by identifying the ethical tensions technology creates and articulating emerging fault lines and, where possible, viable solutions. Key features include focusing on contemporary challenges created by new and emerging technologies, especially agricultural biotechnology. Identifying a unique perspective by considering the problem of ethical tensions created or enhanced by new technologies. Providing an interdisciplinary perspective by including perspectives from sociologists, economists, philosophers and other social scientists. This book will be of interest to academics in agricultural economics, sociology and philosophy and policymakers concerned with introducing new technology into agriculture.
