Representative democracy is beset by a crisis of legitimacy across the world, but in Europe this crisis is compounded by the inadequacy of national governments to address citizens’ frustrations and to achieve transnational unity on common issues. How representative are national parliaments in their decision-making on EU matters? This volume investigates the relationship between the democratic institutions of the member states and those of the EU. With a focus on polity rather than policy, it looks at voting and decision-shaping mechanisms in selected member states, in particular the ‘Europeanisation’ of representative democracy at national level. It also assesses the state of parliamentary democracy at the EU level. Expert analysts share their insights into the changing nature of our political eco-systems and the (dis)connections within and between them. Representative Democracy in the EU: Recovering Legitimacy is part of the ‘Towards a Citizens’ Union’ project co-funded by the EU’s Erasmus+ Programme. It is the product of collaboration with 20 renowned think tanks from the European Policy Institutes Network (EPIN). This volume follows the first in the series, Direct Democracy in the EU: The Myth of a Citizens’ Union. A third and final publication will offer ideas for how democratic institutions and processes can meet the challenges facing Europe today.

Uniting theory and application, the third edition of Representative Government in Modern Europe continues the tradition of previous editions by first examining the themes, debates, developments and structures driving European politics, and then investigating the way in which the theories behind them are manifested, comparing the historical development, distinct interpretations and present condition of several major European governments. A thematically arranged text which introduces readers to current debates among those who analyze European politics, the 3rd edition of Representation Government in Modern Europe delves into the evolution of European politics as we embark on the 21st century. Since the last edition, astonishing changes have occurred on the political scene in Europe. Democratic transformations have taken place throughout the East, along with the emergence of a strong European Union. These two topics, as well as the state of economics in the region, have dominated the previous decade in Europe and are discussed throughout the 3rd edition.

This book explores the various ways in which citizens are represented in EU policy-making. Most accounts naturally focus on the European Parliament as the prime source of democratic representation. This collection focuses instead on four other channels that are as and often more important: namely, representation via governments, national parliaments, civil society organisations and directly, via referenda. Based on original research, the book combines democratic theory with detailed empirical analysis to provide an innovative, timely and up-to-date evaluation of the nature of representation in the EU. Policy advisors, practitioners and those scholars interested in democracy and the European Union will find this volume to be a valuable resource. The European Union is grappling with a democracy problem. The succession of crises which have plagued the increasingly executive EU for years, has led to a rising cacophony of voices calling for fundamental change to the integration project. Yet despite the seismic shock of the Brexit referendum and the electoral upsets by nativist parties across the continent, few of the plans for EU reform include concrete proposals to reduce the age-old democratic deficit. This book is concerned with the two-pronged question of how the relationship between citizens, the state and EU institutions has changed, and how direct democratic participation can be improved in a multi-layered Union. As such, this edited volume focuses not on populism per se, nor does it deeply engage with policy and output legitimacy. Rather, the research is concerned with process and polity. Building on the notion of increasing social, economic and political interdependence across borders, this volume asks how a sense of solidarity and European identity can be rescued from the bottom up by politically empowering citizens to ‘take back control’ of their EU.

After the participative and deliberative turns in both democratic theory and EU studies, we are currently witnessing a ‘representative turn’ to which this volume contributes by addressing the relation between representation and democracy in the EU. Although in the Lisbon Treaty the EU conceives itself as a representative democracy, the meaning of this concept in a supranational polity is far from clear – either in theory or practice. Instead, the historically contingent link between representation and democracy is today severely challenged by various processes of diversification at all levels of political action (national, regional, supranational). These processes challenge our understanding of representative democracy as involving electoral democracy within clearly delineated nation-states, provoking a situation in which ‘new frontiers’ of representation develop. Consequently, it becomes increasingly difficult to provide normative standards as well as accurate assessments of democratic representation in the EU. This volume addresses these core challenges of representative democracy in the EU from normative, theoretical and methodological perspectives. In recent years the financial and economic crisis of 2008–9 has progressed into an equally important political and democratic crisis of the EU. These troubled times have set the framework to re-assess a number of important questions in regard to representative democracy in the EU, such as the normative foundation of political representation, the institutional relationship between representatives and represented, the link between democracy and representation and new arenas and actors. This book examines the diverse avenues through which different sorts of actors have expressed their voices during the Euro crisis and how their various interests are translated into the decision-making process. It offers a state-of- the-art assessment of what political representation means in this context as well as a contribution to the ‘representative turn’ in democratic theory. The authors address three key themes: • The main actors and channels of political representation in the EU. • Interlocking levels of representation in the EU and the way in which national and supranational representation works. • How the European institutional system represents EU citizens through law and administration. Representative democracy remains the best available form of government – and the one preferred by most EU citizens, but satisfaction with how it plays out varies greatly across the continent. Among the perceived weaknesses are high levels of political corruption, low resilience to disinformation, and out-of-touch governing elites. Yet there is some hope that direct channels for citizens to express their concerns and preferences, fact-based deliberation in representative bodies and robust mechanisms to hold governments to account can help save European democracy from the onslaught of populism.
