Resilient Post Disaster Recovery Through Building Back Better

"Building Back Better" (BBB) has been a popular slogan in disaster recovery efforts around the world, including the 2004 Indian Ocean Tsunami, the 2009 Samoan Tsunami, the 2010 Haiti Earthquake and the 2011 Great East Japan Earthquake. BBB has recently been identified as one of four priorities of action for disaster risk reduction globally in the next 15 years by the United Nations Sendai Framework. However, there has consistently been a mismatch and confusion in the interpretation of the phrase and what BBB encapsulates which has made proper implementation difficult and unsuccessful at times. This book explains the concept of "Building Back Better" as an innovative holistic approach to rebuilding a community following a disaster event in order to develop resilience. It begins by exploring the background, development and definitions of BBB. The theory behind establishing BBB as a holistic concept is explained and the internationally recognised BBB Framework developed by the authors is introduced and described. Each of the components of the Framework are explained in detail with findings from international research and case studies from the US, Haiti, Indonesia, Samoa, Sri Lanka, Vanuatu, Gaza, China, Australia, UK and New Zealand, providing practical recommendations for implementation in recovery projects. There is a focus on the translation of BBB theory into practice to assist implementers to use the BBB Framework and BBB Indicators introduced in this book as an effective tool to plan and implement disaster recovery projects. This publication can be used as a handbook by government, non-governmental and private industry practitioners to prepare for and implement post disaster recovery projects that benefit and strengthen local communities and as a core text on international Disaster and Energy Management courses.

Yet responses to the challenges of recovery vary greatly and in ways that aren’t explained by the magnitude of the catastrophe or the amount of aid provided by national governments or the international community. In the devastation that follows a major disaster, there is a need for multiple sectors to unite and devote new resources to support the rebuilding of infrastructure, the provision of health and social services, the restoration of care delivery systems, and other critical recovery needs. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Community Engagement in Post-Disaster Recovery reflects a wide array of practical experiences in working with disaster-affected communities internationally. It demonstrates that widely held assumptions about the benefits of community consultation and engagement in disaster recovery work need to be examined more critically because poorly conceived and hastily implemented community engagement strategies have sometimes exacerbated divisions within affected communities and/or resulted in ineffective use of aid funding. It is equally demonstrated that well-crafted, creative and thoughtful programming is possible. The wide collection of case studies of practical experience from around the world is presented to help establish ways of working with communities experiencing great challenges. The book offers practical suggestions on how to give more substance to the rhetoric of community consultation and engagement in these areas of work. It suggests the need to work with a dynamic understanding of community formation that is particularly relevant when people experience unforeseen challenges and traumatic experiences. This title interrogates the concept of community through an extensive review of the literature and explores the ways of working with communities in transition and particularly in their recovery phases through an array of case studies in a range of socioeconomic and political contexts. This book aims to provide insight into how Southeast Asian countries have responded to disasters, recovered, and rebuilt. It investigates emergency response and disaster recovery cases at national levels and from regional perspectives. Recovery from great disasters poses great challenges to affected countries in terms of organization, financing, and opportunities for post-disaster betterment. Importantly, disasters are critical moments in which to achieve disaster risk reduction, especially in the context of climate change and Sustainable Development Goals. Insights from these cases can help other countries better prepare for response and recovery before the next disaster strikes. While the experiences of disaster risk reduction and climate change implementation in Southeast Asian countries have been well documented, tacit knowledge from emergency response and recovery from these countries has not been transformed into explicit knowledge. There are only a few books that integrate information and lessons from post-disaster governance in Southeast Asia as a region, and because of the importance of providing real and recent situations, this book will interest many policymakers, practitioners, and academics. The information presented here will lead to a better understanding of how to plan for future disasters and improve governance to ensure effective emergency response as well as encouraging a build back better and safer towards a more resilient and sustained recovery.

No person or place is immune from disasters or disaster-related losses. Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Although disasters will continue to occur, actions that move the nation from reactive approaches to disasters to a proactive stance where communities actively engage in enhancing resilience will reduce many of the broad societal and economic burdens that disasters can cause.

This book discusses that disasters, whether natural or man-made, are essentially a human phenomenon. When a city becomes gridlocked and its resources depleted, the collective resilience of those who remain on the ground becomes critical to its immediate survival and recovery. The author argues that in order to build resilient futures for our urban environment, we need more than the skills of architects, engineers, and planners. Support of local communities and policymakers is also needed. Enhancing Disaster Preparedness: From Humanitarian Architecture to Community Resilience relates to the fourth priority of the UNDRR’s Sendai Framework for Disaster Risk Reduction 2015–2030. Taking a wide understanding of disaster preparedness, the book deals with resilient responses and building capacities related to hazardous events, bringing some practical experiences and theoretical insights in this regard.
