Resource Communities

This book synthesizes results from a 7-year programme of applied research on community-based approaches to natural resource management in Asia. By presenting field reports of innovative approaches to poverty reduction and sustainable resource use, it provides practitioners with models of ""good practice"" in participatory, community-based resource management, and it demonstrates how site-based research contributes to broader learning in the field of natural resource management and policy. Throughout the world’s hinterland regions, people are growing old in resource-dependent communities that were neither originally designed nor presently equipped to support an ageing population. This book provides cutting edge theoretical and empirical insights into the new phenomenon resource frontier ageing, to understand the diverse experiences of and responses to rural population ageing in the early 21st century. The book explores the resource hinterland as a new frontier of rural ageing and examines three central themes of rural population change, community development and voluntarism that characterize ageing resource communities. By investigating the links among these three themes, the book provides the conceptual and empirical foundations for the future agenda of rural ageing research. This book provides an innovative approach to understanding the governance of resource communities, by showcasing how the past and present informs the future. Resource communities have complicated relationships with the past, and this makes their relationship with the future, and the future itself, also complicated. The book digs deeply into the myriad legacies left by a history of resource extraction in a community and makes use of interdisciplinary and transdisciplinary perspectives to understand the complex issues being faced by a range of different communities that are reliant on different types of resources across the world. From coal and gold mining, to fishing towns and logging communities, the book explores the legacies of boom and bust economies, social memory, trauma and identity, the interactions between power and knowledge and the implications for adaptive governance. Balancing conceptual and theoretical understandings with empirical and practical knowledge of resource communities, natural resource use and social-ecological relationships, the book argues that solutions for individual communities need to be embraced in the community and not just in the perspectives of visiting experts. Linking the past, present and futures of resource communities in a new way, the book concludes by providing practical recommendations for breaking open dependencies on the past, including deepening awareness of the social, economic and environmental contexts, establishing strong governance and developing community strategies, plans and policies for the future. This book will be of great interest to students and scholars of natural resource governance and management, extractive industries, environmental policy, community planning and development, environmental geography and sustainable development, as well as policymakers involved in supporting community development in natural resource-dependent communities across the world.

Managing the commons—natural resources held in common by particular communities—is a complex challenge. How have Asian societies handled resources of this sort in the face of increasing marketization and quickly growing demand for resources? And how have resource management regimes changed over time, with state formation, modernization, development, and globalization? Community, Commons and Natural Resource Management in Asia brings clarity, detail, and historical understanding to these questions across a variety of Asian societies and ecological settings. Case studies drawn from Japan, Korea, Thailand, India, and Bhutan examine fisheries, forests, and other environmental resources held in common. There is a tendency to imagine that traditional communities had socially equitable and environmentally friendly systems for managing the commons, but natural resources in Asia were often under free-access regimes. Resource management developed in response to social and economic pressures, and the state has been at various times both a beneficial and a negative influence on the development of community-level systems of managing the commons. The chapters in this volume show that a simple modernist framework cannot adequately capture this process, and the institutional changes it involved.
