“Terrific read. Stories of stolen valor you won’t believe, and those who hunt them down and participated in writing legislation to restore dignity to all those who have truly served in combat.” —Peter C. Lemon, recipient, Congressional Medal of Honor Stolen valor occurs when a person lies about receiving military decorations that he or she has in fact never earned. It has become a major societal problem that has been discussed numerous times in the news; according to the New York Times, the Department of Veterans Affairs paid disability benefits to more than six hundred people falsely claiming to have been POWs in the Vietnam and Persian Gulf wars. The number of stolen valor cases reported to the FBI has tripled in the last decade. In fact, more imposters lie about earning high military declarations for battlefield bravery than the actual number of real-life hero recipients. These imposters trade on tales and the trappings of military valor to secure privileges such as career advancements and even unearned veterans’ benefits. In Restoring Valor, Doug Sterner provides riveting case studies of the stolen valor imposters he’s investigated and exposed and the serious crimes—including murder—they’ve committed. He chronicles the evolution of stolen valor from the inception of the republic to today. Sterner shows why the federal law he and his wife, Pam, helped to enact—the Stolen Valor Act—is necessary. The Medal of Honor may be America’s highest military decoration, but all Medals of Honor are not created equal. The medal has in fact consisted of several distinct decorations at various times and has involved a number of competing statutes and policies that rewarded different types of heroism. In this book, the first comprehensive look at the medal’s historical, legal, and policy underpinnings, Dwight S. Mears charts the complex evolution of these developments and differences over time. The Medal of Honor has had different qualification thresholds at different times, and indeed three separate versions—one for the army and two for the navy—existed contemporaneously between World Wars I and II. Mears traces these versions back to the medal’s inception during the Civil War and continues through the ongoing wars in Iraq and Afghanistan—along the way describing representative medal actions for all major conflicts and services as well as legislative and policy changes contemporary to each period. He gives particular attention to retroactive army awards for the Civil War; World War I legislation that modernized and expanded the army’s statutory award authorization; the navy’s grappling with both a combat and noncombat Medal of Honor through much of the twentieth century; the Vietnam-era act that ended noncombat awards and largely standardized the Medal of Honor among all services; and the perceived decline of Medals of Honor awarded in the ongoing Global War on Terror. Mears also explores the tradition of awards via legislative bills of relief; extralegislative awards; administrative routes to awards through Boards of Correction of Military Records; restoration of awards previously revoked by the army in 1917; judicial review of military actions in federal court; and legislative actions intended to atone for historical discrimination against ethnic minorities. Unprecedented in scope and depth, his work is sure to be the definitive resource on America’s highest military honor.

During a pivotal point in Spanish history, aristocrat María de Guevara (?–1683) produced two extraordinary essays that appealed for strong leadership, protested political corruption, and demanded the inclusion of women in the court’s decision making. “Treaty” gave Philip IV practical suggestions for fighting the war against Portugal and “Disenchantments” counseled the king-to-be, Charles II, on strategies to raise the country’s status in Europe. This annotated bilingual edition, featuring Nieves Romero-Díaz’s adroit translation, reproduces Guevara’s polemics for the first time. Guevara’s provocative writings call on Spanish women to bear the responsibility equally with men for restoring Spain’s power in Europe and elsewhere. The collection also includes examples of Guevara’s shorter writings that exemplify her ability to speak on matters of state, network with dignitaries, and govern family affairs. Witty, ironic, and rhetorically sophisticated, Guevara’s essays provide a fresh perspective on the possibilities for women in the public sphere in seventeenth-century Spain.
