Review Of The Adb Clean Energy Program

This review of the Clean Energy Program draws from hundreds of projects approved by ADB in 20082018, according to the indicators set out in the 2009 Energy Policy. A decade after the Clean Energy Program took form, the review determines how far the bank has gone toward achieving its targets vis--vis baseline data from 2005 to 2007. It also explores what must to be done further in light of the new approach under ADB's Strategy 2030 and the global goals in mitigating climate change and promoting sustainable development.

This evaluation focuses on the Asian Development Bank (ADB) interventions to stimulate energy efficiency investments in industry and buildings. Among the key findings is that energy pricing and market imperfections need to be addressed to promote energy efficiency investments. ADB and governments in developing member countries should support the removal of various barriers to energy efficiency investments in Asia and the Pacific.

This book examines clean energy financing and approaches in hydropower and demand-side energy efficiency projects. It presents policies and strategies on energy, based on the experiences in South Asia. This is the second of two volumes that reviews tried and tested approaches and instruments in scaling up clean energy development in Asia and the Pacific.

This book examines clean energy investment needs and financing gaps in Asia and the Pacific and discusses how they are being addressed. It reviews existing financing options and approaches for clean energy, and includes country examples of how these have been applied. Innovative solutions for mobilizing private finance and managing risks associated with clean energy investments are also discussed. The book is the first of two volumes that look at various approaches and instruments that have been tried, tested, and utilized to scale up clean energy development in the region.

Asia proved resilient to the effects of the 2008-2009 global financial crisis, but sustaining rapid growth became more difficult afterward. Development challenges intensified, the global development agenda became more ambitious, and new sources of development finance emerged. This volume shows how the Asian Development Bank (ADB) continued to reform in order to meet these challenges. A new long-term strategic framework, Strategy 2020, was launched in 2008, to respond to the changing needs of the region. A midterm review of Strategy 2020 was released in 2014, further refining and adjusting priorities in order for ADB to remain relevant and responsive to borrowers. Various organizational changes were introduced, internal business processes were improved, and several new instruments were adopted as part of ADB's efforts to become "stronger, better, faster." ADB's lending capacity expanded significantly, with the fifth general capital increase in 2009, followed by the unique and groundbreaking combination of the Asian Development Fund portfolio with the ordinary capital resources balance sheet approved in 2015. Lending reached record levels in 2015 and 2016, exceeding the earlier spike in 2009 when ADB had responded to the needs of countries affected by the global economic crisis. ADB also enhanced its accountability and results orientation, becoming the first multilateral development bank to adopt a corporate results framework in 2008.

The Asian Development Bank (ADB) has issued its Sustainability Report every 2 years since 2007. For 2015, the Sustainability Report highlights the sustainability of ADB’s investments and organizational activities during 2013–2014. A separate detailed Global Reporting Initiative (GRI) index contains the responses of ADB to standard and specific material disclosures in the GRI’s G4 Sustainability Reporting Guidelines and G4 Financial Services Sector Guidelines. The Sustainability Report focuses on (1) ADB's investments in poverty reduction and inclusive economic growth, environment and climate change, regional integration, and infrastructure; (2) ADB's private sector, finance and knowledge partnerships, and governance and safeguard matters; and (3) ADB's human resource activities, environmental footprint, and community activities as topics that are material to ADB's stakeholders in a sustainability context.

In response to the growing demand of energy policy makers and regulators in the Asia and Pacific region for additional knowledge support on clean energy, this publication—prepared under the Law and Policy Reform Program of the Office of the General Counsel—presents lessons learned from countries’ clean energy policy and regulatory measures and approaches discussed during the Inaugural Asia-Pacific Dialogue on Clean Energy Governance, Policy, and Regulation held on 21–22 June 2010 at the Asian Development Bank. This publication also seeks to serve as a reference for stakeholders interested in developing a clean energy action plan for Asia and the Pacific.
