This review of higher education policy in Mexico was requested by the Mexican Ministry of Education to take stock of progress since the last OECD review of the higher education system in Mexico, published in 2008, and to support development of the new government's National Development Plan and Sectoral Education Programme. The report examines the state of the higher education sector in Mexico and analyses key policies implemented by the federal and state governments. It assesses national governance and co-operation structures that help to guide the higher education system, and the relevance of existing national strategies. It also looks at public funding of higher education institutions, how the quality of higher education programmes is assured; and the extent to which the higher education system contributes to equity. The report concludes by exploring two key sectors of higher education: teacher education colleges and professional and technical institutions. The emergence of fully online, hybrid and blended forms of higher education has led governments, quality assurance agencies and higher education institutions (HEIs) across the OECD to reflect on how to ensure that digital education provides learners with opportunities to reach learning and employment outcomes similar to those achieved through traditional in person instruction. Building on stakeholder engagement and comparative analysis, this report offers an assessment of Hungary’s quality assurance system for higher education and, more specifically, its strengths and weaknesses for assuring the quality of digital higher education.

In March 2019, students and researchers from Germany, the USA, China, Kenya and South Africa came together at the University of Tuebingen to discuss Educational Governance from an international perspective. How can we make these rationales visible and which theories and analytic tools can help us to decipher the meanings attached to them? Are there different local and national trajectories in education discourse and practice with regard to Educational Governance and which role do international organizations and transnational transfer play? This edited volume displays these discussions and aims at initiating a broader communication about Educational Governance between previously separated spaces.
