Rivalry and Cooperation in the Asia-Pacific provides a comprehensive and accessible introduction to the most important strategic and economic region in the world. Asia-Pacific is a region that is undergoing a major transformation, largely as a consequence of the rise of China and its growing rivalry with the United States. Whatever happens in the Asia-Pacific will profoundly influence global events, not just regional ones. Looking ahead, the region's future direction — and even its name — is contested and uncertain. This two-volume reference work, by one of the world's leading analysts of regional affairs, places these events in historical context and considers what they may mean for future political, economic and strategic relations. By focusing on the United States, China and the region's most significant middle powers, the book explains why and how the Asia-Pacific has become the fulcrum of international events.

Long divided by cultural, economic, and political differences, the Asia-Pacific region has little history of multilateral cooperation. Alliances that once linked individual countries with one or the other superpower fostered deep mistrust among neighbouring states. The end of the Cold War, however, has created new opportunities for multilateral coo

" Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. Among other findings, the authors express concern that U.S. policy has become too concentrated on defense and security, to the detriment of diplomacy and development, allowing China to fill the soft power vacuum and capture the narrative through its signature Belt and Road Initiative. The COVID-19 pandemic has only increased the policy challenges for Washington as China recovers faster from the outbreak, reinforcing its already advantaged economic position and advancing its strategicgoals as a result. As the Biden administration begins to formulate its strategy for the region, it would do well to consider these findings and the related policy recommendations that appear in this volume. Much is at stake for U.S. foreign policy and American interests. Southeast Asia includes two U.S. allies—Thailand and the Philippines—important security partners like Singapore, and key emerging partners such as Vietnam and Indonesia. Almost 42,000 U.S. companies export to the 10 countries that comprise the Association of Southeast Asian Nations (ASEAN), supporting about 600,000 jobs in the United States, but America's economic standing is increasingly at risk. Can regional and interregional mechanisms better institutionalize the - creasing complexity of economic and security ties among states in Nor- east, Southeast, and South Asia? As the international state system und- goes dramatic changes in both security and trade relations in the wake of the Cold War’s end, the Asian financial crisis, and the attacks of Sept- ber 11, 2001, this question is now of critical importance to both academics and policymakers. Still, little research has been done to integrate the ana- sis of both regional security and economic dynamics within a broader c- text that will give us theoretically informed policy insights. Indeed, when we began our background research on the origin and e- lution of Asia’s institutional architecture in trade and security, we found that many scholars had focused on individual subregions, whether Nor- east, Southeast or South Asia. In some cases, scholars examined links - tween Northeast and Southeast Asia, and the literature often refers to these two subregions collectively as “Asia”, artificially bracketing South Asia. Of course, we are aware that as products of culture, economics, history, and politics, the boundaries of geographic regions change over time. Yet the rapid rise of India and its increasing links to East Asia (especially those formed in the early 1990s) suggest that it would be fruitful to examine both developments within each subregion as well as links across subregions.
