Excerpt from Sanitary Inquiry: -Scotland: Reports on the Sanitary Condition of the Labouring Population of Scotland, in Consequence of an Inquiry Directed to Be Made by the Poor Law Commissioners; Presented to Both Houses of Parliament, by Command of Her Majesty, July, 1842 I consider, therefore, that I shall not at all transgress the limits of the inquiry which the Poor Law Commissioners have set on foot in stating the grounds of my belief, first, that the contagious fever of Edinburgh does not originate in a malaria generated in the manner above stated; and secondly, that there is a much better prospect. Of preventing the introduction, and checking the diffusion of a disease, to which a large portion of the lower orders in Edinburgh are peculiarly liable, by other means of improving their condition, and particularly by a more liberal and better managed provision against the destitution of the unemployed, or partially or wholly disabled poor, than by any measure directed merely to the removal of those nuisances. It will be observed, that I do not enter into the question whether the effluvia arising from putrescent animal and vegetable matters can produce remittent fever, or the yellow fever in hot climates, or agues in the more temperate climates. The question is, whether the continued fever prevalent in Edinburgh, often taking the form Of typhus, called also the malignant or spotted fever, and spreading as it undoubtedly does by contagion, originates from this cause.
