Scoping Review On The Role Of Social Protection In Facilitating Climate Change Adaptation And Mitigation For Economic Inclusion Among Rural Populations

Rural populations, especially small-scale producers and women, are disproportionately impacted by climate change since their livelihoods depend largely on natural resources and weather patterns. [Author] This paper reviews the available evidence on the role of social protection programmes in facilitating climate change adaptation and mitigation, with a specific emphasis on economic inclusion for agriculture-dependent households. [Author] The review also presents available evidence on the ability of social protection programmes to contribute to mitigation targets through reduction in greenhouse gas emissions and in easing the impact of climate mitigation policies on price inflation, job losses and income insecurity. FAO recognizes that those living in rural areas whose livelihoods depend heavily on natural resources, are disproportionately affected by climate risks because of their great likelihood of living in high-risk geographical locations as well as their high vulnerability to, and limited capacity to cope with, climate hazards due to low incomes, lack of savings, weaker social networks, low asset bases and heavy reliance on agriculture and natural resources. Protecting poor and vulnerable small scale producers from the negative impacts of climate risks is an imperative in order to reach FAO’s strategic objectives and achieve Sustainable development goal one and two. Managing Climate risks through social protection sheds light on social protection as an effective investment to safeguard the livelihood of small scale producers and strengthen their essential role in ensuring food security across the globe.

"In partnership with the Department of Sustainability and Environment and the federal Department of Climate Change, the Western Port Greenhouse Alliance has undertaken a series of studies on climate change adaptation. The Alliance encompasses the Local Government Shires of Mornington Peninsula, Cardinia and Bass Coast and the Cities of Frankston and Casey. This discussion paper builds on this work. The paper reviews the issue of social adaptation, especially for those who are at risk of social exclusion or those who are faced with barriers to full participation in society. Ability to adapt to climate change will depend on the specific climate event, government policy, living location, planning and preparation, and person, social, psychological and economic factors. The report offers a range of suggestions to facilitate adaptation. These include maximising the reduction of greenhouse gasses, government policies and regulation, improving urban structure and public transport, and facilitating the ability for communities to assist themselves through the promotion of social capital and connections with the community. The report provides an initial scoping of adaptation processes and programs already being undertaken in some of the Local Government Areas"--Summary.

Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

Adaptation is a process by which individuals, communities and countries seek to cope with the consequences of climate change. The process of adaptation is not new; the idea of incorporating future climate risk into policy-making is. While our understanding of climate change and its potential impacts has become clearer, the availability of practical guidance on adaptation has not kept pace. The development of the Adaptation Policy Framework (APF) is intended to help provide the rapidly evolving process of adaptation policy-making with a much-needed roadmap. Ultimately, the purpose of the APF is to support adaptation processes to protect - and enhance - human well-being in the face of climate change.
