Securing Southeast Asia

This book uniquely applies the security reform agenda to Southeast Asia. It investigates recent developments in civil-military relations in the region, looking in particular at the impact and utility of the agenda on the region and assessing whether it is likely to help make the region more stable and less prone to military interventions. It provides an historical overview of the region’s civil-military relations and goes on to explore the dynamics of civil-military relations within the context of the security sector reform framework, focusing on the experiences of four of the region’s militaries: Malaysia, Thailand, the Philippines and Indonesia. It argues that although regional militaries have not necessarily followed a ‘Western’ model, significant developments have occurred that are broadly in keeping with the security sector reform agenda, and which suggests that the prospects for stable civil-military relations are brighter than some sceptics believe.

This book confronts both the maritime security challenges and responses. In Southeast Asia, maritime security has, over the last twenty years, taken on a much greater importance, due to the Law of the Sea convention, which has resulted in a 200 nautical mile Exclusive Economic Zones (EEZs). As well as traditional security threats to maritime security, there has also emerged a range of non-traditional threat, such as those emanating from piracy and international terrorism that spill over into the maritime domain. Events such as September 11th, and the designation of Southeast Asia as a 'second front' in the war against terrorism, have resulted in the growing realization that multilateral security cooperation is required in order to better manage emerging security threats. Expert contributors to this book identify the nature of the maritime security problem and critically evaluate the various responses with an eye to improving the management of prevailing and emerging security threats. This book will be an invaluable resource to academics, policy analysts, legislators and students interested in security issues in Southeast Asia.

Since the early 1990s and the end of the Cold War, the implications of China's rising power have come to dominate the security agenda of the Asia-Pacific region. This book is the first to comprehensively chart the development of Southeast Asia’s relations with the People’s Republic of China (PRC) from 1949 to 2010, detailing each of the eleven countries’ ties to the PRC and showing how strategic concerns associated with China's regional posture have been a significant factor in shaping their foreign and defence policies. In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC. Whilst the primary focus of the book is the security dimension of Southeast Asia-China relations, it also takes full account of political relations and the burgeoning economic ties between the two sides. This book is a timely contribution to the literature on the fast changing geopolitics of the Asia-Pacific region.

There is a growing interest in human security in Southeast Asia. This book firstly explores the theoretical and conceptual basis of human security, before focusing on the region itself. It shows how human security has been taken up as a central part of security policy in individual states in Southeast Asia, as well as in the regional security policy within the Association of Southeast Asian Nations (ASEAN). The book discusses domestic challenges for human security including the insurgencies in southern Thailand, the Philippines and Indonesia. Transnational security issues such as terrorism, drugs, human trafficking and the situation in Burma are explored by the author, and the ‘ASEAN’ way of contrasting the values and approaches of Southeast Asian countries with those in the West is assessed. By focusing on the ongoing changes and efforts to achieve human security in Southeast Asia, this book contributes to theoretical debates on human security as well as regional studies on Southeast Asia.

The book examines ASEAN's mechanisms in managing challenges and threats to regional security. Its extensive analyses of the ASEAN story of managing regional security cover the different phases of ASEAN's development as a regional organization and explore the perceptible changes that have occurred in regional mechanisms of conflict management. The book also examines the roles of relevant actors beyond the states of ASEAN and the key interactions that have evolved over time, which have been instrumental in moving regional mechanisms beyond the ASEAN way. The book argues that the ASEAN way has not been impervious to change. As the association finds its way through periods of crises and continues to confront the many challenges ahead, ASEAN and its mechanisms are already being transformed beyond the narrow confines of the modalities associated with the ASEAN way.
