Security Governance In Post Conflict Peacebuilding

Post-conflict peacebuilding has become a primary concern of international politics. Indeed, the UN reform agenda, including the creation of a peacebuilding commission, makes clear that more must be done to prevent societies from falling back into violent struggle. Building up domestic capacity to provide security in an accountable manner plays a crucial role in this context. Applying a security governance perspective, this volume examines a number of key issues that must be addressed by both post-conflict societies and the international community as they confront the task of rebuilding after armed conflict. This includes security sector reform (SSR), disarmament, demobilization and reintegration (DDR), rule of law and transitional justice. When the guns are silenced, those who have survived armed conflict need food, water, shelter, the means to earn a living, and the promise of safety and a return to civil order. Meeting these needs while sustaining peace requires more than simply having governmental structures in place; it requires good governance. Natural resources are essential to sustaining people and peace in post-conflict countries, but governance failures often jeopardize such efforts. This book examines the theory, practice, and often surprising realities of post-conflict governance, natural resource management, and peacebuilding in fifty conflict-affected countries and territories. It includes thirty-nine chapters written by more than seventy researchers, diplomats, military personnel, and practitioners from governmental, intergovernmental, and nongovernmental organizations. The book highlights the mutually reinforcing relationship between natural resource management and good governance. Natural resource management is crucial to rebuilding governance and the rule of law, combating corruption, improving transparency and accountability, engaging disenfranchised populations, and building confidence after conflict. At the same time, good governance is essential for ensuring that natural resource management can meet immediate needs for post-conflict stability and development, while simultaneously laying the foundation for a sustainable peace. Drawing on analyses of the close relationship between governance and natural resource management, the book explores lessons from past conflicts and ongoing reconstruction efforts; illustrates how those lessons may be applied to the formulation and implementation of more effective governance initiatives; and presents an emerging theoretical and practical framework for policy makers, researchers, practitioners, and students. Governance, Natural Resources, and Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. Other books in this series address high-value resources, land, water, livelihoods, and assessing and restoring natural resources.

This book explores the conditions under which non-state armed groups (NSAGs) participate in post-war security and political governance. The text offers a comprehensive approach to post-war security transition processes based on five years of participatory research with local experts and representatives of former non-state armed groups. It analyses the successes and limits of peace negotiations, demobilisation, arms management, political or security sector integration, socio-economic reintegration and state reform from the direct point of view of conflict stakeholders who have been central participants in ongoing and past peacebuilding processes. Challenging common perceptions of ex-combatants as "spoilers" or "passive recipients of aid", the various contributors examine the post-war transitions of these individuals from state challengers to peacebuilding agents. The book concludes on a cross-country comparative analysis of the main research findings and the ways in which they may facilitate a participatory, inclusive and gender-sensitive peacebuilding strategy. Post-War Security Transitions will be of much interest to students of peacebuilding, security governance, war and conflict studies, political violence and IR in general.

Support for security and justice institutions has become a crucial instrument of international engagement in fragile and conflict-affected states. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. This book was published as a special issue of International Peacekeeping.

The privatization of security understood as both the top-down decision to outsource military and security-related tasks to private firms and the bottom-up activities of armed non-state actors such as rebel opposition groups, insurgents, militias, and warlord factions has implications for the state's monopoly on the legitimate use of force. Both top-down and bottom-up privatization have significant consequences for effective, democratically accountable security sector governance as well as on opportunities for security sector reform across a range of different reform contexts. This volume situates security privatization within a broader policy framework, considers several relevant national and regional contexts, and analyzes different modes of regulation and control relating to a phenomenon with deep historical roots but also strong links to more recent trends of globalization and transnationalization. Covering Indonesia, the Philippines, Thailand, Nepal, Sri Lanka, and Timor-Leste, the case studies in this book explore the relevance of security sector governance and reform for political transition, democratization, and peace-building in Asia. Examining the prospects for security sector governance within each case - through the lens of political reconciliation, government legitimacy, civil-military relations, and democratic accountability - the book examines issues of political will, local/national ownership, and the influence of external actors in domestic reform contexts.
