Seed Aid For Seed Security

This Seed Security Assessment report is the result of a joint effort between the Ministry of Agriculture and Food Security, the Bureau of Statistics and FAO to evaluate the state of seed insecurity at household level and to quantify and qualify the effects of the El Niño drought in Lesotho. As a result, the government and other intervening agencies now have a more accurate information basis, and can design more appropriate seed security interventions to support the promotion of agricultural grow th and development to benefit the population.

All agricultural production—whether of crops, trees, forages, livestock, or fish—starts with seeds,* mak-ing seed security vital to food security. Seed secu-rity means that producers—smallholder farmers es-pecially—have permanent and unrestricted access to adequate quantities of quality seed that is suita-ble to their agroecological conditions and socio-economic needs. Efforts to enhance seed security should be inclusive, without disparities related to in-come, social class, age, or gender. Yet, gender gaps reveal themselves across the seed system, in-cluding in the breeding, production, selection, and distribution stages, as well as in how the seeds are used and who reaps the benefits from this use.

This report contains papers given to a FAO workshop meeting, held in Rome in May 2003, organised to consider how to improve the effectiveness of seed relief schemes to promote sustainable development and food security, to identify gaps in the development of tools, guidance and methodologies, and to make recommendations for further collaborative work. It includes case studies of seed relief activities in several African countries.

In most developing countries, good quality seed is hard to obtain and farmers struggle to save seed from one year to the next. This title takes a people-centred look at the companies, public agencies and family farms that are taking on this role and making a difference to food security across Africa.
