Services Industries And The Knowledge Based Economy

Services industries account for almost three-quarters of both gross domestic product and employment in Canada, a trend that Canada shares with other G-7 countries. Furthermore, the services sector has been responsible for most of Canada's employment creation and much of its productivity growth over the past decade and the sector's importance to the Canadian economy continues to increase. Thirty renowned experts contribute to this volume, which is aimed at better understanding the dynamics of Canadian services industries and identifying the types of policies most likely to improve their innovation and productivity performance.

First published in 2000. Over the past two decades, the service sector have increased dramatically and now occupy the largest share of the economy of advanced industrial societies. Certain business services are regularly cited as evidence for the emergence of a "knowledge economy". Revolutionary account of the transformative potential of the knowledge economy Adam Smith and Karl Marx recognized that the best way to understand the economy is to study the most advanced practice of production. Today that practice is no longer conventional manufacturing: it is the radically innovative vanguard known as the knowledge economy. In every part of the production system it remains a fringe excluding the vast majority of workers and businesses. This book explores the hidden nature of the knowledge economy and its possible futures. The confinement of the knowledge economy to these insular vanguards has become a driver of economic stagnation and inequality throughout the world. Traditional mass production has stopped working as a shortcut to economic growth. But the alternative—a deepened and socially inclusive form of the knowledge economy—continues to lie beyond reach in even the richest countries. The shape of contemporary politics on both the left and the right reflects a failure to come to terms with this dilemma and to overcome it. Unger explains the knowledge economy in the truncated and confined form that it has today and proposes the way to a knowledge economy for the many: changes not just in economic institutions but also in education, culture, and politics. Just as Smith and Marx did in their time, he uses an understanding of the most advanced practice of production to rethink both economics and the economy as a whole.

On September 17 and 18, 1998, a conference took place at Mont Tremblant on the theme "Doing Business in a Knowledge-Based Economy." This conference brought together some hundred participants from government, business and academia, with backgrounds in business administration, engineering, public administration and economics, to provide a multidisciplinary analysis of what has come to be known as the "Knowledge-Based Economy" (KBE). The aim was to come up with suggestions and recommendations about how to do business in a knowledge based economy, both at the firm level and at the government level. All presenters were explicitly asked to conclude with policy recommendations. The conference was sponsored by Industry Canada and organized by the Centre of Interuniversity Research on the Analysis of Organizations (CIRANO). The conference papers offered U.S., Canadian and European perspectives on the management of a knowledge-based economy. This volume is divided into three parts. The papers in part I set the stage by describing the salient features of the KBE. What is so special about it? What are its economic underpinnings? What are its technological characteristics? Knowledge plays a crucial role in a KBE, hence its name. Whereas, in the past, growth was determined primarily by the availability of land, natural resources, labour and capital successively, at the end of the twentieth century, knowledge has become a (if not the) major factor of economic growth.

The evolution of the information and communciations technology (ICT) paradigm is shifting the basis for economic activity from material and labour inputs to knowledge and information inputs, spawning the knowledge-based economy. In East Asia, it is evident that the emergence of the knowledge-based economy is disrupting the flying-geese pattern of development and creating a new industrial geography. This book gives a picture of the shifting industrial geography in the region based on accounts of the status of the knowledge-based economy in ten individual East Asian economies. For some economies the increased production of ICT equipment and services is the pathway to the knowledge-based economy and even to leapfrogging ahead of more advanced economies. Other economies are focused on putting in place the physical and institutional infrastructure to connect to electronic networks and avoid the digital divide. For yet others, the emergence of the knowledge-based economy is expanding their role in the region, adding the role of ICT hub.

What is this knowledge-based economy? Is it really new or unique? What are its effects, and what does it mean to us? In order to help answer those questions, this anthology has been compiled as a means of providing answers for anyone in business or the public policy-making fields who would like to know what academics and economists are talking about when they refer to the knowledge-based economy. Dale Neef is a political economist and a knowledge management specialist with extensive academic and commercial experience in both North America and Europe. He earned his Ph.D. in Economic History from the University of Cambridge, was a Research Fellow at Harvard University, and currently works with Ernst & Young's Center for Business Innovation researching issues surrounding knowledge management and the knowledge-based economy.
