Shaping A Security Governance Agenda In Post Conflict Peacebuilding

Post-conflict peacebuilding has become a primary concern of international politics. Indeed, the UN reform agenda, including the creation of a peacebuilding commission, makes clear that more must be done to prevent societies from falling back into violent struggle. Building up domestic capacity to provide security in an accountable manner plays a crucial role in this context. Applying a security governance perspective, this volume examines a number of key issues that must be addressed by both post-conflict societies and the international community as they confront the task of rebuilding after armed conflict. This includes security sector reform (SSR), disarmament, demobilization and reintegration (DDR), rule of law and transitional justice. This book explores the conditions under which non-state armed groups (NSAGs) participate in post-war security and political governance. The text offers a comprehensive approach to post-war security transition processes based on five years of participatory research with local experts and representatives of former non-state armed groups. It analyses the successes and limits of peace negotiations, demobilisation, arms management, political or security sector integration, socio-economic reintegration and state reform from the direct point of view of conflict stakeholders who have been central participants in ongoing and past peacebuilding processes. Challenging common perceptions of ex-combatants as "spoilers" or "passive recipients of aid", the various contributors examine the post-war transitions of these individuals from state challengers to peacebuilding agents. The book concludes on a cross-country comparative analysis of the main research findings and the ways in which they may facilitate a participatory, inclusive and gender-sensitive peacebuilding strategy. This book explores the unintended consequences of security governance actions and explores how their effects can be limited. Security governance describes new modes of security policy that differ from traditional approaches to national and international security. While traditional security policy used to be the exclusive domain of states and aimed at military defense, security governance is performed by multiple actors and is intended to create a global environment of security for states, social groups, and individuals. By pooling the strength and expertise of states, international organizations, and private actors, security governance is seen to provide more effective and efficient means to cope with today’s security risks. Generally, security governance is assumed to be a good thing, and the most appropriate way of coping with contemporary security problems. This assumption has led scholars to neglect an important phenomenon: unintended consequences. While unintended consequences do not need to be negative, often they are. The CIA term "blowback," for example, refers to the phenomenon that a long nurtured group may turn against its sponsor. The rise of al Qaeda, which had benefited from US Cold War policies, is only one example. Raising awareness about unwanted and even paradoxical policy outcomes and suggesting ways of avoiding damage or limiting their scale, this book will be of much interest to students of security governance, risk management, international security and IR. This book is a critical comparative reflection of the post-colonial conflict Disarmament, Demobilization and Reintegration (DDR) of ex-combatants in Zimbabwe, Namibia and South Africa. It offers an up-to-date comparative analysis of how specific analytical elements that transcend state boundaries shaped DDR in the three southern African countries. The author explores structural and organizational frameworks, target groups, state leadership in DDR, linkages between DDR and SSR in nation and state building, and types of post-conflict violence. Security sector reform (SSR) and mine action share a strong common conceptual basis, which draws from a shared understanding of security. They both reflect a conceptualization of security that is not limited to the level of the state, but takes into account security threats and needs at societal and individual levels. This common basis provides opportunities for synergies between SSR and mine action. However, empirical evidence demonstrates that the strong conceptual basis is not fully reflected in concrete activities, and the linkages remain limited and underexplored. Despite this gap, there are positive examples showing the potential for synergies between SSR and mine action. Ultimately, this paper maintains that the concept of human security provides a comprehensive framework which can bridge the differences and open broader opportunities for cooperation, which in turn will increase the impact of interventions in SSR and mine action.

This book addresses the important question of how the United Nations (UN) should monitor and evaluate the impact of police in its peace operations. UN peace operations are a vital component of international conflict management. Since the end of the Cold War one of the foremost developments has been the rise of UN policing (UNPOL). Instances of UNPOL action have increased dramatically in number and have evolved from passive observation to participation in frontline law enforcement activities. Attempts to ascertain the impact of UNPOL activities have proven inadequate. This book seeks to redress this lacuna by investigating the ways in which the effects of peace operations – and UNPOL in particular – are monitored and evaluated. Furthermore, it aims to develop a framework, tested through field research in Liberia, for Monitoring and Evaluation (M&E) that enables more effective impact assessment. By enhancing the relationship between field-level M&E and organisational learning this research aims to make an important contribution to the pursuit of more professional and effective UN peace operations. This book will be of much interest to students of peace operations, conflict management, policing, security studies and IR in general.
