Post-conflict peacebuilding has become a primary concern of international politics. Indeed, the UN reform agenda, including the creation of a peacebuilding commission, makes clear that more must be done to prevent societies from falling back into violent struggle. Building up domestic capacity to provide security in an accountable manner plays a crucial role in this context. Applying a security governance perspective, this volume examines a number of key issues that must be addressed by both post-conflict societies and the international community as they confront the task of rebuilding after armed conflict. This includes security sector reform (SSR), disarmament, demobilization and reintegration (DDR), rule of law and transitional justice. Alan Bryden is deputy head of research at the Geneva Centre for the Democratic Control of Armed Forces (Switzerland). This book explores the unintended consequences of security governance actions and explores how their effects can be limited. Security governance describes new modes of security policy that differ from traditional approaches to national and international security. While traditional security policy used to be the exclusive domain of states and aimed at military defense, security governance is performed by multiple actors and is intended to create a global environment of security for states, social groups, and individuals. By pooling the strength and expertise of states, international organizations, and private actors, security governance is seen to provide more effective and efficient means to cope with today’s security risks. Generally, security governance is assumed to be a good thing, and the most appropriate way of coping with contemporary security problems. This assumption has led scholars to neglect an important phenomenon: unintended consequences. While unintended consequences do not need to be negative, often they are. The CIA term "blowback," for example, refers to the phenomenon that a long nurtured group may turn against its sponsor. The rise of al Qaeda, which had benefited from US Cold War policies, is only one example. Security sector reform (SSR) and mine action share a strong common conceptual basis, which draws from a shared understanding of security. They both reflect a conceptualization of security that is not limited to the level of the state, but takes into account security threats and needs at societal and individual levels. This common basis provides opportunities for synergies between SSR and mine action. However, empirical evidence demonstrates that the strong conceptual basis is not fully reflected in concrete activities, and the linkages remain limited and underexplored. Despite this gap, there are positive examples showing the potential for synergies between SSR and mine action. Ultimately, this paper maintains that the concept of human security provides a comprehensive framework which can bridge the differences and open broader opportunities for cooperation, which in turn will increase the impact of interventions in SSR and mine action.
