Shaping Of European Education

The range, speed and scale of Europeanizing effects in education, and their complexity, has produced a relatively new field of study. Using scholarship and research drawn from sociology, politics and education, this book examines the rise of international and transnational policy and the flow of data and people around Europe to study Europeanizing processes and situations in education. Each chapter creates a space for policy research on European education, involving a range of disciplines to develop empirical studies about European institutions, networks and processes; the interplay between policy-makers, stakeholders, experts, and researchers; and the space between the European and the national. The volume investigates the construction of European education, exploring the consideration of the role of think tanks and consultancies, international organizations, researcher mobilities, standards, indicators of higher education, and cultural metaphor. Bringing together international contributors from a variety of disciplines across Europe, the book will be of key value to academics, researchers and postgraduate students in the fields of education studies, politics and sociology.

This book discusses how the ways that young people’s educational trajectories into and beyond lower secondary education are regulated can influence their future lives. It draws on the results of empirical studies in eight European countries: Finland, France, Germany, Italy, Netherlands, Poland, Slovenia and the United Kingdom (England and Northern Ireland), carried out under the EU-funded GOETE project. The book explores the different ways that educational trajectories are – actively or passively – conceptualised, negotiated and organised in the individual countries, and the ways that these shape educational opportunities and life chances. Its central aims are to elaborate the different ways in which educational trajectories are governed in the eight countries, and to compare the differences between those approaches and their outcomes in the eight countries. It focuses on the relationships between the different (national and local) forms and outcomes of interactions between collective and individual actors, structures, institutions, mechanisms, and discourses that exert influence on education policy and practice at various levels: inter- and trans-national, nation-state, regional, local or school levels. The chapters are organised in two parts. Part One develops and discusses the conceptual framework that drove the empirical analyses of the governance of educational trajectories. Part Two discusses different ways in which the spatial/scalar, discursive and institutional dimensions of the governance of educational trajectories affect the educational experiences and life courses of the young people in the eight countries. These chapters focus on different aspects of those experiences, such as issues of access to and coping within educational settings, the role of parents and students in the processes and consequences of transitions, provision for supporting migrant students, and conceptions of the relevance of education. Overall, the comparative approach to governance adopted in the volume makes it possible to identify key sources and consequences of the similarities and differences of the approaches to, and practices of, educational transitions adopted in the eight countries.

This edited volume explores the evolution of history education from a transnational perspective, focusing on border regions in Europe that are considered on the "periphery" of the Nation-State. By introducing this concept and taking into consideration the dynamics of decentralization and the development of minorities’ teaching practices and narratives, the book sheds light on new challenges for history education policy and curriculum design. Chapters take a comparative approach, dissecting and analyzing specific case studies from school systems in France, Germany, Italy, the UK, and Scandinavian countries. In doing so, the editors and their authors weave a systematic account of the impact of local autonomy on educational culture, on the civic remit of schools, and on the narratives embodied by history school canons.

Romania hosts the 2012 Bologna / European Higher Education Area Ministerial Conference and the Third Bologna Policy Forum. In preparation for these meetings, The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) organised the Future of Higher Education - Bologna Process Researchers’ Conference (FOHE-BPRC) in Bucharest on 17-19 October 2011, with the support of the European University Association (EUA) and the Romanian National Committee for UNESCO. The conference brought the voices of researchers into international-level policy making in higher education. The results of the conference are presented in this book. Until now, empirical evidence supporting policies and reforms in higher education has often been a matter of local or regional focus. The development of a pan-European process in higher education policy drives a need to explore wider research topics on which to base policies. This book offers an unprecedented opportunity for higher education researchers to interact and contribute to the political process shaping the European Higher Education Area (EHEA), and to national policy agendas in more than 100 participant countries for the 2012 ministerial events. The book collects more than 50 articles focusing on vital issues in European higher education. This book analyses the transformation of European Education Policy from 1973 to 2020. In doing so, it offers a unique insight into the changes of European education from a predominantly national concern to a supranational policy framework, driven by an economic discourse concerning productivity and employability. The book shows that the idea of the “Europe of Knowledge” did not originate in the Lisbon Strategy of 2000, but rather was the result of a gradual development that started in the mid-1980s. This begun with the establishment of a specific problem definition of education as a solution for Europe’s lack of competitiveness, a definition that was incrementally constructed by the European Commission and the European business community. Highlighting significant and unexplored questions such as the role of European transnational business in education and the role of the “problem entrepreneur” in defining policy issues, this book will provide a comprehensive perspective on European Education Policy that will be of interest to all students of European Politics, Education Policy, and Public Policy.

Bridging the gap between higher education research and policy making was always a challenge, but the recent calls for more evidence-based policies have opened a window of unprecedented opportunity for researchers to bring more contributions to shaping the future of the European Higher Education Area (EHEA). This book examines the transformations of epistemic governance in education, the way in which some actors are shaping new knowledge, and how that new knowledge impacts other actors in charge of implementing this knowledge in the context of the decision-making process and practice. The book describes knowledge-based and evidence-based technologies that produce new modes of representation, cognitive categories, and value-based judgements which determine and guide actions and interactions between researchers, experts and policy-makers. It explores several major social theories and concepts, analysing the transformation of the relationship between educational and social sciences and politics. In the light of epistemic governance being linked to transformations of academic capitalism, the book describes the ways in which academics engaged in heterogeneous networks are capable of developing new interactions as well as facing new trials imposed on them by the changing conditions of producing knowledge in their scientific community and within their institutions. Knowledge is power. It is materialized in metrics, policy instruments and embedded in networks. The governance of European higher education, insightfully argues Romuald Normand, is not structured by hierarchical public policies, by governmental exercise of authority or heroic decision making. Normand makes a sophisticated intellectual argument, building upon the work of Foucault, Latour (Sociology of science), and the pragmatic sociology of Boltanski and Thévenot (sociology of justification) in order to precisely analyse Europe‘s higher education through the circulation of ideas and instruments. A European Politics of Education proposes a sociology of education establishing connections between empirical data coming from European-scale comparative surveys, normative assumptions structuring actors’ representations and interpretative judgements, and a specific focus on Lifelong Learning policy areas.
