Agricultural water management is a vital practice in ensuring reduction, and environmental protection. After decades of successfully expanding irrigation and improving productivity, farmers and managers face an emerging crisis in the form of poorly performing irrigation schemes, slow modernization, declining investment, constrained water availability, and environmental degradation. More and better investments in agricultural water are needed. The 'Gender in Agriculture Sourcebook' provides an up-to-date understanding of gender issues and a rich compilation of compelling evidence of good practices and lessons learned to guide practitioners in integrating gender dimensions into agricultural projects and programs. It is serves as a tool for: guidance; showcasing key principles in integrating gender into projects; stimulating the imagination of practitioners to apply lessons learned, experiences, and innovations to the design of future support and investment in the agriculture sector. The Sourcebook draws on a wide range of experience from World Bank, Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), and other donor agencies, governments, institutions, and groups active in agricultural development. The Sourcebook looks at: access to and control of assets; access to markets, information and organization; and capacity to manage risk and vulnerability through a gender lens. There are 16 modules covering themes of cross-cutting importance for agriculture with strong gender dimensions (Policy, Public Administration and Governance; Agricultural Innovation and Education; Food Security; Markets; Rural Finance; Rural Infrastructure; Water; Land; Labor; Natural Resource Management; and Disaster and Post-Conflict Management) and specific subsectors in agriculture (Crops, Livestock, Forestry, and Fisheries). A separate module on Monitoring and Evaluation is included, responding to the need to track implementation and development impact. Each module contains three different sub-units: (1) A Module Overview gives a broad introduction to the topic and provides a summary of major development issues in the sector and rationale of looking at gender dimension; (2) Thematic Notes provide a brief and technically sound guide in gender integration in selected themes with lessons learned, guidelines, checklists, organizing principles, key questions, and key performance indicators; and (3) Innovative Activity Profiles describe the design and innovative features of recent and exciting projects and activities that have been implemented or are ongoing.

The vocabulary and discourse of water resource management have expanded vastly in recent years to include an array of new concepts and terminology, such as water security, water productivity, virtual water and water governance. While the new conceptual lenses may generate insights that improve responses to the world’s water challenges, their practical use is often encumbered by ambiguity and confusion. This book applies critical scrutiny to a prominent set of new but widely used terms, in order to clarify their meanings and improve the basis on which we identify and tackle the world’s water challenges. More specifically, the book takes stock of what several of the more prominent new terms mean, reviews variation in interpretation, explores how they are measured, and discusses their respective added value. It makes many implicit differences between terms explicit and aids understanding and use of these terms by both students and professionals. At the same time, it does not ignore the legitimately contested nature of some concepts. Further, the book enables greater precision on the interpretational options for the various terms, and for the value that they add to water policy and its implementation.

Agriculture is one of the main non-point polluters of water bodies and irrigation for agriculture is one of the main consumers of water. While it is very hard to regulate pollution from agriculture, attempts have been made via economic and command and control instruments, and also through investments in technologies and ecosystems recovery. Coping with non-point pollution takes the form of both policy intervention and technology development. Likewise it is recognized that irrigation efficiency varies across countries, influenced by both technology and supporting adoption policies. Countries that lead in irrigation technology and supporting policies have certain traits in common. They face very high scarcity and are pushed to find innovative solutions, both technical and policy related. The recent multibillion investments in irrigation technologies in Spain, and similar proposals in Australia, for example, highlight the potential of irrigation technologies to cope with scarcity and water quality degradation. This book reviews all of the above issues, presents experiences in selected countries, and assesses the degree of success of alternative policies for coping with non-point water pollution and improving irrigation efficiency.

The report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.

This book is the result of a joint research effort led by the U.S. National Academy of Sciences and involving the Royal Scientific Society of Jordan, the Israel Academy of Sciences and Humanities, and the Palestine Health Council. It discusses opportunities for enhancement of water supplies and avoidance of overexploitation of water resources in the Middle East. Based on the concept that ecosystem goods and services are essential to maintaining water quality and quantity, the book emphasizes conservation, improved use of current technologies, and water management approaches that are compatible with environmental quality.
