Small States Of The European Union And Brexit

This book seeks to offer a better understanding of the strategic responses to Brexit from ten small European Union (EU) member states: Croatia, Czech Republic, Estonia, Finland, Ireland, Latvia, Lithuania, Malta, Portugal and Slovakia. Inspired in an intersection of different streams of research, it examines the extent and the ways Brexit has impacted these countries, analysing their coping strategies to deal with the challenges raised by such a disruptive development, as well as considering the implications of their reactions to Brexit for patterns of national foreign policy Europeanization. In so doing, this volume enhances the comprehension of smaller EU member states’ foreign and security policies, offering a systematic and comparative analysis of how political and diplomatic elites in ten countries positioned themselves domestically and within the EU vis-à-vis the Brexit process. A combination of conceptual insights, valuable empirical accounts and updated knowledge on contemporary issues from such interesting set of case studies provides room for debate on the comparability of the way(s) in which different small countries have approached their Brexit strategies. All these aspects are explored with respect to states that have been relatively neglected and underexplored in the small states literature. This edited volume will be of great value to upper-level students, academics, and researchers interested in European politics, foreign policy and international relations. Small States in and outside the European Union offers a broad overview of the small states problematic in Europe. Small States in EU Policy-Making analyses how small states try to impact European Union policy-making through a range of strategies. With the last rounds of enlargement and Brexit, the number and weight of small states in the European Union have steadily increased. At the same time, small states face distinct challenges in different institutions, which may impact their strategies. Nonetheless, the existing literature primarily focuses on the Council of the European Union and the European Council and offers few insights into how small states navigate the other institutions. The contributions to this volume examine how small states can wield influence in different institutions, arguing that they do indeed pursue different strategies depending on institutional context. The policy case studies on the EU's foreign and security policies confirm these findings: small states can have influence in EU policy-making and can create situations where their needs are met. They are most likely to succeed when they build foreign policy coalitions, when they anticipate major economic developments and when they manage to acquire a high level of expertise in a policy area. However, the case studies also show that there is a risk of small states becoming policy-takers in cases where they cannot provide leadership in terms of ideas and expertise and/or fail to build political weight through coalitions. Adapting to European Integration describes how the political institutions in eight small member states and two non-members responded to the internal and external demands springing from the process of European integration in general and EC/EU membership in particular. The study makes a distinction between governmental/administrative adaptation, political adaptation and strategic adaptation. The chapters focus, in the first instance, on the governmental/administrative responses at the level of central government, the organisational adjustments and the changes in institutional capacity to meet the new challenges. The authors also look at the willingness of the political decision-makers to internalise the EC/EU dimension in domestic policy making and the way in which the country's own history as well as the attitude towards European integration facilitate or hinder adaptation and change.

The effects of recent institutional change within the European Union on small states have often been overlooked. This book offers an accessible, coherent and informative analysis of contemporary and future foreign policy challenges facing small states in Europe. Leading experts analyze the experiences of a number of small states including the Netherlands, the Czech Republic, Slovakia, Luxembourg, Cyprus, Iceland, Austria and Switzerland.
